Education is not only a citizen's right, but also a citizen's obligation.

The right to education is a basic human right, the right to education guaranteed by the state, and the premise and foundation for citizens to enjoy other cultures and education. The right to education means that citizens have the opportunity to receive national cultural education and the right to get material help from education.

The right to education is embodied in the following three aspects:

1. Right to education opportunity: Education opportunity refers to the possible space and room for the educated to acquire the ability to survive and develop through study and education, and is the starting point, qualification and identity for the educated to receive any level or type of education. The right to education opportunity is the premise and basic right for the existence and development of the right to education. Educated people should cherish students' identity rights, and educational institutions or educators should not easily deprive students of their identity rights;

2. Conditions for the right to education: You have the opportunity to receive education, but you do not fully enjoy the "right to education". After obtaining the right to enter school and further study, and the right of students, as an educated person, he still has the right to receive educational conditions, that is, the right to request the construction of educational conditions, the right to use educational conditions and the right to obtain educational funding. An important aspect of protecting the "right to education" is that the educated have the right to ask the state to take positive actions to provide educational facilities to ensure the normal progress of education and teaching. When individual citizens cannot pay for education, the state has the obligation to give financial assistance. Students who are eligible for education according to their achievements and abilities but cannot afford the education expenses should enjoy the right to receive state education assistance.

3. The right to obtain educational results: to obtain educational opportunities, enjoy and use educational conditions. After an educational process, the educated have the right to obtain due educational results. The right to obtain educational achievements includes the right to fair evaluation and the right to obtain academic degree certificates.

Article 46 of the Constitution of People's Republic of China (PRC): People's Republic of China (PRC) citizens have the right and obligation to receive education.
