According to the Curriculum Guidelines for Basic Education published by the Hong Kong Curriculum Development Council in 2002, the purpose of basic education in Hong Kong at present is to improve students' reflective advantages and let them give full play to their strengths. The basic education in Hong Kong has always been criticized as overemphasizing recitation (the so-called "cramming education"), which makes students unable to grasp the needs and changes of society in today's rapidly changing information society, thus making the employed talents in Hong Kong less competitive. Therefore, the Education and Manpower Bureau hopes to fundamentally improve the quality of students through curriculum reform.
