According to the Opinions of the Central Committee of the Communist Party of China and the State Council on Deepening the Reform of Education and Teaching and Improving the Quality of Compulsory Education in an All-round Way, the spirit of the National Basic Education Work Conference and the Implementation Plan for Reducing the Burden of Primary and Secondary School Students in Zhejiang Province, the Zhejiang Provincial Department of Education recently issued the Notice on Doing a Good Job in School Enrollment in the Compulsory Education Stage in 2020 (hereinafter referred to as the Admission Notice).

The enrollment notice for 2020 is based on the relevant requirements of the state, combined with the reality of our province, and formulated on the basis of full investigation and multi-party consultation. Mainly based on three considerations: first, implement the requirements of the central document and the spirit of the national basic education work conference. According to the central document and the spirit of the national basic education work conference, the national unified pace requires the full implementation of enrollment in 2020. The second is to return to the initial intention of education, reduce the excessive academic burden and promote the all-round development of students' physical and mental health. The disorderly cross-regional "pinch-top" enrollment and the resulting "training fever" and "competition fever" have greatly increased the academic burden of students and the economic burden of parents. With the consent of the provincial government, in June 5438+February last year, four departments of our province/KLOC-0 issued the Implementation Plan for Reducing the Burden of Primary and Secondary School Students in Zhejiang Province. The admission notice is a concrete action to implement the burden reduction plan and respond to social concerns. The third is to ensure education equity, optimize education ecology and alleviate social education anxiety. The popularization level and quality of compulsory education in our province are generally in the forefront of the country. However, the phenomenon of relying mainly on high-quality students to build so-called "prestigious schools" has disturbed the normal enrollment order, destroyed the educational ecology, aggravated the social educational anxiety, and is not conducive to the fair development of education and the improvement of educational quality, which has reached the point where it must be managed.

School enrollment in compulsory education adheres to three principles:

First, adhere to the principle of compulsory education free of examination and admission to nearby schools. Promote the full coverage of public private compulsory education schools in the vicinity.

The second is to adhere to the principle of equal treatment and fair development of public and private schools. The enrollment of private compulsory education schools is included in the unified management of the education administrative department in the place of examination and approval, and public private schools do not enjoy the privilege of enrollment.

Third, adhere to the people-oriented principle.

There are five aspects in the admission notice 17, among which the enrollment policy of public compulsory education schools remains basically unchanged, and the enrollment policy of private compulsory education schools is mainly adjusted and standardized, mainly including the following four aspects:

Private schools enroll students in the examination and approval area, and may not rob students across regions. Strict implementation of compulsory education school-age children and adolescents to the nearest school regulations. Public schools should recruit students according to the school district in strict accordance with the nearest admission requirements. Private schools enroll students within the scope of examination and approval; The enrollment scope of private schools approved by the administrative department of education of districts and cities shall be determined by all localities according to the actual situation, and shall not cross the city. If the enrollment of approved private schools is insufficient, it can be supplemented by the administrative department of education of the districts and cities, and carried out within the scope of other counties (cities, districts).

All localities have established a unified enrollment platform and fully implemented the same recruitment for citizens. The basic processes and specific steps of synchronous registration, synchronous admission and synchronous registration of public and private schools are uniformly formulated by all localities. All localities should establish a unified enrollment management system, and the recruitment of citizens shall be organized and implemented by the education administrative department at the place of examination and approval. The whole process of paperless enrollment registration, enrollment information registration, enrollment admission and achievement announcement should be carried out in the local unified enrollment management system. The enrollment time of local schools shall not be earlier than May.

All private schools that exceed the planned registration are randomly assigned by computer. In private schools where the enrollment of school-age children and adolescents exceeds the number of approved enrollment plans, all eligible applicants are enrolled by computer random allocation, and the number of approved enrollment plans is generated by computer random allocation. Computer random allocation admission must be attended by notaries, subject to social supervision throughout the process, and the allocation results will be disclosed to the public in time. Specific operating rules shall be formulated by local education administrative departments. If the number of applicants does not exceed the number of approved enrollment plans, they will be admitted at one time. If the number of applicants exceeds the number of recruits, private schools that have not recruited enough will also be admitted by computer random allocation.

There are special provisions on the enrollment methods under special circumstances. Pupils in nine-year compulsory schools can go straight to school. If the enrollment quota of private nine-year compulsory education schools is higher than that of primary schools, the excess quota shall be uniformly recruited and approved according to the enrollment rules of private schools. Art or sports schools can recruit students in the current way, and can evaluate art or sports technology, but they may not organize cultural subject examinations. The enrollment plan must be approved by the administrative department of education, culture or sports before it can be implemented. Beginning in 2020, general compulsory education schools stopped enrolling all kinds of special students.

School-age children and adolescents who need to postpone enrollment or drop out of school due to their physical condition shall apply by their parents or other legal guardians and report to the local education administrative department for the record.

(2) Strengthen the territorial responsibility of dropping out of school.

All localities should earnestly fulfill the statutory duty of compulsory education to control dropout, establish and improve the work ledger for school-age children and adolescents who have dropped out of school, implement the joint control and joint guarantee mechanism, and especially do a good job in controlling dropout during the epidemic prevention and control in COVID-19. Parents or other legal guardians who refuse to send school-age children and adolescents to receive compulsory education or drop out of school without justifiable reasons, if the circumstances are serious or constitute a crime, shall be investigated for legal responsibility according to law.

(3) Strictly investigate and deal with illegal school running.

Private schools or investors have an agreement with local government departments or functional area management committees, stipulating that private schools are responsible for the students' enrollment. Relevant students are admitted according to the agreement, and students are not allowed to choose. Computer random allocation admission must be attended by notaries, subject to social supervision throughout the process, and the allocation results will be disclosed to the public in time. It is not allowed to enroll students in any name, nor in the name of "international department", "international courses" or "overseas classes". Schools should disclose the relevant information of enrollment in a timely manner through the "information disclosure" column of the network platform of the unit.

Local education administrative departments should further strengthen the prediction and analysis of the changing trend of school-age population, and implement the information release and early warning mechanism for registered students in compulsory education public schools. If the supply of degrees in public schools is insufficient, it is necessary to release early warning information to the society in time and reasonably guide parents' expectations.

Local education administrative departments should establish a compulsory education enrollment management system in time according to the requirements of "running at most once" reform and epidemic prevention and control, and fully implement paperless enrollment. Public private schools may not organize enrollment registration separately, and may not make name prediction in advance through online appointment or information registration.

Ensure that special groups receive compulsory education.

All localities should speed up the implementation of compulsory education for children of floating population based on residence permit. Places that have implemented or will soon implement the integration of migrant children's points should reasonably set and constantly improve the integration of points in accordance with the principle of equal rights and obligations and gradient service, so as to ensure that migrant children with residence permits live within their means.

(fourteen) to ensure that children with disabilities attend school.

Local education departments should do a good job in information docking with disabled children and adolescents of school age in the Disabled Persons' Federation and other departments, implement the requirements of "one person, one case" enrollment in accordance with the principle of classified resettlement, and ensure their compulsory education in various ways. School-age children with mild disabilities are placed in ordinary schools, and children with moderate and severe disabilities are placed in special education schools. For schools that have adverse effects or serious consequences due to illegal enrollment, the education authorities will interview the main person in charge of the school and conduct informed criticism or investigate the responsibility of relevant personnel according to the seriousness of the case; For illegal private schools, it is also necessary to stop enrollment in the current year, reduce the enrollment plan for the next year, and revoke the school license in accordance with relevant regulations.
