School-age children and adolescents who really need to postpone their schooling due to physical condition and other reasons shall apply by their parents or other guardians, and provide proof of physical condition issued by medical institutions at or above the second level, which shall be approved by the local township people's government or the county-level education administrative department.
If it is really necessary for a student to drop out of school because of his physical condition, his parents or other guardians shall apply and provide a physical condition certificate issued by a medical institution at or above the second level, which shall be approved by the county-level education administrative department.
If it is necessary to postpone enrollment or suspend schooling for less than one year, it shall reapply in accordance with the provisions of the preceding two paragraphs ten days before the expiration.
Ninth people's governments at the county level shall ensure that school-age children and adolescents are enrolled in the nearest place where their household registration is located.
The education administrative department at the county level shall, according to the school layout and the number and distribution of school-age children and adolescents within its administrative area, reasonably determine or adjust the teaching area and enrollment scale of schools within its administrative area, and announce it to the public. To determine or adjust the scope of teaching areas, opinions should be widely listened to.
Schools should accept school-age children and adolescents in the teaching area, and should not organize enrollment across teaching areas. Schools should announce the results of enrolling students to the public.
Article 10 When local school-age children and adolescents enter school, their parents or other guardians shall go through the admission formalities at the teaching point where their household registration is located with their household registration certificate and other supporting materials specified by the education administrative department of the local people's government at or above the county level.
Article 11 If school-age children of floating population receive compulsory education at their place of residence, their parents or other guardians shall submit an application to the education administrative department at the county level in their place of residence with the corresponding identity certificates, employment or residence certificates of themselves and school-age children and adolescents, and the education administrative department at the county level shall make overall plans to solve the problem.
The floating population mentioned in the preceding paragraph refers to those who leave the county (city, district) where their household registration is located for the purpose of working and living, excluding those who live in different places across districts within the administrative area of a city. The employment certificate mentioned in the preceding paragraph refers to the certificate of labor relations or personnel relations issued by the work unit, or the business license and self-employment certificate of individual industrial and commercial households issued by the sub-district office.
Twelfth school-age children and adolescents are exempt from physical examination. Schools may not hold or hold written examinations and interviews related to admission in disguised form, and may not use competition results, awards or grade certificates as the basis for admission conditions and class arrangement.
Thirteenth villagers' committees and residents' committees found that school-age children and adolescents did not receive compulsory education according to law, they should report to the township people's government and the street offices in a timely manner. Township people's governments and sub-district offices shall, jointly with county-level education administrative departments and schools, take measures to jointly do a good job in the enrollment or resumption of school-age children and adolescents.
