Since the 1999 Third National Conference on Education, the CPC Central Committee, the State Council and relevant departments have issued a series of laws, regulations and related documents on promoting quality education. Since the work conference on quality education in primary and secondary schools in Shandong Province in 2007, especially in June 2008, the provincial government and the provincial education department have also issued a series of documents on how to promote quality education and deepen the reform of education and teaching in primary and secondary schools. 2. Learning requirements

(1) Fully understand the significance of learning. Various documents issued by the central government, governments at all levels and education administrative departments to promote education reform and implement quality education are the policy basis for schools to run schools according to law, standardize schools and conduct education and teaching management, and are programmatic opinions for implementing quality education and guiding new curriculum reform. Only by accurately grasping and fully implementing the relevant spirit can quality education be truly implemented.

(2) Strengthen leadership to ensure the successful completion of learning tasks. Schools should set up a learning leading group, establish a learning system, formulate a learning plan, and clarify the forms, management responsibilities and assessment methods of learning activities. Leading cadres at all levels in schools should set an example in their study, be pioneers in their study, and guide and urge other teachers to study. The main research content of school-based teaching and research work is the relevant tasks assigned by the Education Bureau and the teaching and research center, and the research content can be determined according to the needs of the development of school characteristics. Schools should formulate methods for assessment, evaluation and reward of school-based teaching and research achievements, and incorporate teachers' participation in school-based teaching and research activities into work evaluation results and business files.

16. Do a good job in the study of course selection system and shift system. Student management implements the dual management mode of administrative class and teaching class, and it is necessary to seriously study and explore the management mode of course selection system and shift system which are in line with the actual situation of the school.

20. Further standardize enrollment work.
