The national special plan refers to the special plan for directional enrollment in rural poverty-stricken areas undertaken by a central department university and a local "2 1 1 project" university.

2. Colleges and universities have specially planned 53 poverty-stricken counties.

The special plan of colleges and universities refers to the independent enrollment of rural students, which is undertaken by universities directly under the Ministry of Education and other independent enrollment universities. The enrollment plan is not less than 2% of the undergraduate enrollment scale of the school.

Candidates and their parents or legal guardians need to be registered as key counties in contiguous poverty-stricken areas, key counties in national poverty alleviation and development work, and key counties in provincial poverty alleviation and development work. Candidates themselves must have a local household registration for more than three consecutive years and a local high school student status for three consecutive years and actually study.

This year, in addition to the 38 state-level poverty-stricken counties, it is planned to add 15 provincial key counties for poverty alleviation and development, including Yichuan, Yexian, Neihuang, Yuanyang, Puyang, Wuyang, Fangcheng, Xiayi, luoshan county, Xixian, Xihua, Fugou, Biyang, Zhengyang and runan county.
