First, consolidate the work platform and establish and improve the school supervision responsibility system.

Primary and secondary schools in counties and cities around the country reasonably divide the inspector's responsibility area, set up workstations in the designated responsibility area, and arrange full-time and part-time inspectors and school supervisors as required. A number of counties and cities, such as Wangcheng District of Changsha City, Liling City of Zhuzhou City, Hanshou County of Changde City and Zhijiang County of Huaihua City, were established with the approval of the government's establishment department, and other counties and cities were solved by the education administrative department within the education system, thus building a trinity school supervision network with "full coverage and no blind spots". Each responsible area has an independent workplace and perfect working equipment, and the working funds are arranged and managed separately by the government supervision department.

Two, the implementation of daily supervision, promote the professionalization and normalization of school supervision.

On the other hand, standardize the basic process of school supervision. Implement the "seven-step" work routine of school supervision, and clarify the seven work steps and some work links of school supervision. Junshan District of Yueyang City and Luxi County of Xiangxi Prefecture have further explored and enriched the routine of school supervision around classroom teaching reform and school development respectively. Guiyang County, Chenzhou City further refined the supervision process into "three stages and sixteen links" (that is, "declaration and filing, division of labor and cooperation, information collection, preparation of evaluation tools and formation of implementation plan"); In the implementation stage of supervision, we should listen to reports, consult materials, observe in class, observe on campus, conduct questionnaires, discuss collectively, interview individually and exchange feedback. In the result processing stage, do a good job of "listening to the report, forming the result and giving feedback in writing".

Third, focus on capacity building and build a high-quality inspector team.

First, strictly control the entrance of the inspector team. Most places openly recruit and select the backbone of education and teaching and school-level managers with rich experience in school management as full-time inspectors in the responsible areas within the county education system; Some employ the backbone of teaching and research departments and outstanding principals or vice-principals as responsible inspectors, and put forward the requirement of "one post and two responsibilities" to enrich the strength of responsible inspectors. Dongan County, Yongzhou City adopts the form of "written examination, interview and inspection" to openly select full-time and part-time inspectors for the whole county. Fourth, improve the working mechanism and strengthen the efficiency of school supervision.

In order to enhance the effectiveness of school supervision, various localities have established relatively perfect working mechanisms. The first is to implement the joint meeting system. The leaders of the administrative department of education regularly listen to the opinions and suggestions of the inspectors in the responsible area, study the situation reflected by the responsible inspectors, form treatment opinions and plans, and clarify the tasks and key contents of school supervision in the next stage. Second, the results of regular follow-up supervision, normal evaluation and public satisfaction evaluation carried out by the inspector's responsibility area are directly included in the annual school work assessment and commendation of the administrative department and the annual performance evaluation of the school principal; The selection of excellent teachers, the selection and promotion of principals, the summary and promotion of educational reform achievements, etc. , should seek the opinions of the responsible inspector in advance, the responsible inspector has the right to put forward suggestions, nominations and vetoes on major issues. Third, carry out special supervision on hot issues in education or outstanding issues in the implementation of administrative center work, form special supervision reports, and strengthen supervision on certain aspects of work; Solve problems in time by focusing on problems and focusing on rectification. The fourth is to strengthen the follow-up supervision and accountability of the rectification results. Responsible inspectors will continue to follow up the school work, find problems, issue supervision notices, put forward rectification requirements and time limits, and urge them to the end until the problems are completely solved. If the problem cannot be effectively solved, feedback to the government regulatory authorities for interviews and accountability.

Fifth, innovate the way of supervision and strengthen the integration of school supervision and information technology.
