Chapter III Education and Teaching Article 19 The establishment, alteration and termination of a secondary vocational school shall apply to the relevant administrative department and go through the relevant formalities.
No unit or individual may set up a vocational school without approval. Article 20 Vocational colleges enjoy autonomy in running schools in terms of school-running mode, education mode, resource allocation, personnel management, cooperative education and community service. Twenty-first vocational colleges should cooperate with industry organizations and enterprises to establish a dynamic adjustment mechanism for vocational education majors and curriculum according to the adjustment of industrial structure and changes in talent demand in this Municipality. Twenty-second vocational colleges should establish and improve the teaching quality monitoring and evaluation system, strengthen the management of teaching process, and organize regular teaching quality testing and evaluation. Twenty-third vocational colleges may not recruit students with compensation or through illegal intermediaries, and may not recruit students jointly with schools or institutions that do not have the conditions for running schools.
Admissions advertisements and brochures issued by vocational colleges should be true and legal, and reported to the corresponding education administrative departments and human resources and social welfare departments for the record.
