Article 1 In order to improve the quality of scientific and technical personnel, promote scientific and technological progress, and meet the needs of socialist modernization, these Provisions are formulated in accordance with the Constitution and the relevant provisions of the state, combined with the actual situation of this province.

Article 2 These Provisions shall apply to enterprises and institutions in this province and their on-the-job scientific and technical personnel with professional titles above junior level.

Article 3 The purpose of continuing education is to supplement, update and broaden the professional knowledge of scientific and technical personnel and improve their technical level.

The content of continuing education should be targeted, practical and advanced, and determined according to the long-term development and recent work needs of the unit, as well as the actual situation of the knowledge structure and professional level of scientific and technological personnel. The importance of education lies in learning new theories, technologies and methods of modern science and technology.

Fourth continuing education is an important part of the management of scientific and technical personnel in enterprises and institutions, and should be carried out in a planned, organized and purposeful manner.

Continuing education is carried out through multiple channels, levels and forms, and generally participates in professional training, advanced studies, seminars and planned, organized and assessed full-time self-study organized by the unit, the system and the local area.

According to the needs and possibilities of enterprises and institutions, organizations can also participate in advanced courses and training courses organized by institutions of higher learning, scientific research units, social organizations and continuing education management departments; Discuss and study while working in teaching, scientific research and production units; Participate in academic conferences and lectures at home and abroad; Go abroad for further study, study, etc.

Fifth to receive continuing education is the right and obligation of scientific and technical personnel. The study time shall be planned and arranged by the unit according to the requirements of these regulations, and each person shall be guaranteed to be full-time for not less than fifteen days each year. Wages, benefits and bonuses during the study period enjoy the same treatment on the job.

Article 6 The funds for continuing education of enterprises and institutions shall be paid from the staff education funds, and the amount shall not be less than 65,438+0.5% of the total wages of scientific and technical personnel. The insufficient part shall be solved according to the relevant provisions of the state, province and city.

Article 7 Training centers set up by institutions of higher learning, scientific research institutions, social organizations and large enterprises are important bases for the implementation of continuing education and should give full play to their positive role.

Eighth conscientiously implement the provisions of the units and individuals that have made remarkable achievements in continuing education shall be commended and rewarded by the people's governments at all levels and the management departments of scientific and technological cadres.

Article 9 The competent department shall regard the implementation of these Provisions by subordinate enterprises and institutions as one of the objectives of the legal representative's term of office. Enterprises and institutions that do not implement these provisions shall be criticized and educated by their competent departments on their legal representatives.

Tenth enterprises and institutions shall establish a registration system for scientific and technical personnel to receive continuing education, and take the assessment results as an important condition for scientific and technical personnel to be promoted and appointed to professional and technical positions.

Eleventh people's governments at all levels of scientific and technological cadres management department is the people's government at the same level to manage continuing education, responsible for organizing and supervising the implementation of these provisions.

Article 12 These Provisions shall come into force as of the date of promulgation.
