Students who really need to be transferred from other places to local schools due to their parents' (guardians') job transfer, family relocation (household registration change) or other special reasons shall go through the transfer formalities at the Municipal Education Bureau according to the following procedures.

Application conditions and procedures

Household registration book; Transfer certificate (signed and sealed by the administrative department of education at or above the district, county and municipal level); Senior high school entrance examination files (must be signed by the enrollment department at or above the county level and the ordinary high school); High school students' files; HKCEE examination certificate.

Matters needing attention

Transfer between public high schools in Shenyang is not allowed. Ordinary high school students are not allowed to transfer to key high schools, and municipal key high school students are not allowed to transfer to provincial key high schools. Private high school students are not allowed to transfer to public high schools (including private high schools). Senior three students are not allowed to transfer in principle. Due to special circumstances, it is necessary to transfer scholars, which must be approved by the Municipal Education Bureau. Transfer students must enter the corresponding grade, and students are strictly prohibited from being downgraded due to transfer.
