Chapter I General Provisions Article 1 In order to develop basic education in our province and promote the construction of socialist material civilization and spiritual civilization, these measures are formulated in accordance with the Compulsory Education Law of People's Republic of China (PRC) and the actual situation of our province. Article 2 Nine-year compulsory education is implemented in the whole province.

Nine-year compulsory education is divided into two stages: primary education and junior secondary education (including general junior secondary education and junior secondary vocational and technical education). Popularize primary and secondary education on the basis of universal primary education.

The basic education system of compulsory education is six-year primary education and three-year junior high school education. With the approval of the education department of the provincial people's government, other educational system reform experiments can be implemented. Article 3 Compulsory education must implement the educational policy of the state, strive to improve the quality of education, enable children and adolescents to develop morally, intellectually and physically in an all-round way, and lay a foundation for improving the quality of the whole nation and cultivating talents with ideals, morality, culture and discipline for socialist construction. Article 4 The primary education in most counties (cities) in the province is about 1990, and the primary education in other counties is basically 1995.

Gradually implement universal primary and secondary education. 1990 Popularize primary and secondary education in urban areas, counties and towns, key industrial and mining areas and dam areas with relatively developed economy and culture; Middle-developed dam areas and mountainous areas with good economic and cultural foundation will popularize primary and secondary education around 1995; Primary and secondary education was basically popularized in other areas in 2000; In a few mountainous areas with particularly difficult economy and scattered residence, the period of popularizing primary and secondary education can be appropriately postponed.

The popularization standards for primary education and junior secondary education shall be formulated by the provincial people's government. Article 5 People's governments at all levels shall take special measures to develop minority education and accelerate the pace of popularizing compulsory education in minority areas. Chapter II Students Article 6 All children who have reached the age of six, regardless of gender, nationality or race, should attend school and receive compulsory education for a certain number of years. Areas that do not have the conditions can enter school at the age of seven; A small number of mountainous areas with particularly difficult economy and scattered residence may appropriately postpone the school age upon the decision of the education department of the people's government at the county level. Article 7 Children who lose their learning ability are exempted from school. School-age children and adolescents may delay their enrollment or drop out of school due to illness or special reasons. If it is necessary to be exempted from the examination, suspended from school or dropped out of school, the parents or other guardians of the child or teenager shall apply and get approval from the township or town people's government or the sub-district office.

Township and town people's governments, villagers' committees, neighborhood offices, residents' committees, enterprises, institutions and schools should cooperate with each other to do a good job in the enrollment and resumption of school for school-age children who have not entered school and children and adolescents who have dropped out of school without approval, so that they can complete compulsory education.

Religious activities that hinder the implementation of compulsory education shall not be used. Eighth in accordance with the provisions of the compulsory education period to reach the graduation level, issued a diploma. Those who have completed the required years of compulsory education and failed to reach the graduation level will be issued with a certificate of completion. Ninth students receiving compulsory education in the province are exempt from tuition fees, and students receiving compulsory education in poor mountainous areas and border ethnic minority areas are exempt from miscellaneous fees. Whether other areas are exempt from miscellaneous fees is decided by the local people's government.

The standards and measures for the collection of miscellaneous fees shall be formulated by the education department of the provincial people's government jointly with relevant departments. Tenth boarding ethnic primary and secondary schools, ethnic classes, semi-boarding high and small classes students generally enjoy grants, and set up scholarships; Ordinary junior middle schools, primary schools and junior secondary vocational and technical schools set up grants and scholarships to help minority students and poor students attend school and reward students with excellent academic performance.

The standards and implementation measures for grants and scholarships shall be formulated by the education department of the provincial people's government in conjunction with relevant departments. Chapter III Schools Article 11 People's governments at all levels shall reasonably set up primary schools and junior secondary schools. The distribution of schools should be convenient for children to enter the school nearby, but not too scattered. The setting of rural junior middle schools should be properly centralized; Primary schools in scattered mountainous areas implement four or two-stage system, and gradually increase the distribution of high and low points; In areas where primary and secondary schools are too scattered, we should create conditions and make appropriate adjustments to improve the quality of education.

The start-up, closure, change and transfer of the nature of running schools in primary schools, junior secondary schools, counties and cities not divided into districts shall be audited by the education departments of the county and municipal people's governments and reported to the people's governments at the same level for approval; A city divided into districts shall be audited by the competent education department of the municipal or district people's government in accordance with the management authority and reported to the people's government at the same level for approval. Twelfth rural primary and secondary schools must adhere to the service of local material civilization and spiritual civilization construction, taking into account the direction of sending new students to institutions of higher learning.

It is necessary to develop and run junior secondary vocational and technical education well.

Ordinary junior high schools should offer labor and technical education courses. Thirteenth primary schools and junior secondary schools, in addition to the state, encourage enterprises, institutions and other social forces to organize according to law. The education department of the local people's government shall give help and guidance in the deployment, training, supply of teaching equipment and teaching business of teachers. Fourteenth primary schools and junior high schools must recruit school-age children and adolescents according to law and complete compulsory education for a specified number of years. Except that students need to be enrolled in different districts according to their place of residence, and unified enrollment is implemented in junior high schools, schools may not attach their own enrollment conditions.

Schools must abide by the school registration management system stipulated by the education department of the people's government at a higher level.
