According to the requirements of implementing two certificate systems, namely, diploma and vocational qualification, put forward in the Outline of Education Reform and Development in China, according to the training goal of master of education, combined with the needs of national economy, science and technology and education development and the progress of professional degree work, the master of education degree is gradually regarded as one of the qualifications for full-time teachers in ordinary middle schools or managers in primary and secondary schools to hold higher positions.
