2011March, the fourth session of the 11th National People's Congress deliberated and adopted the outline of the 12th Five-Year Plan. The Outline thoroughly implements the spirit of the 17th National Congress of the Communist Party of China and the Fifth Plenary Session of the 17th Central Committee, takes scientific development as the theme and accelerates the transformation of economic development mode as the main line, and defines the guiding ideology, main objectives, strategic priorities and major measures of China's economic and social development during the 12th Five-Year Plan period, which is an important guiding document for China's economic and social development in the coming period. In order to seize the great opportunity for the whole party and people to seriously study and implement the Twelfth Five-Year Plan, educate young people about the national conditions, situation and policies, and help them learn and understand the spirit of the Outline, the Propaganda and Education Bureau of the Propaganda Department of the CPC Central Committee, the Minors Group of the Central Civilization Office, the General Office of the All-China Women's Federation, the Committee for the Care of the Next Generation of the Ministry of Education, and the Distribution Management Department of the General Administration of Press and Publication decided to organize the 18th national patriotic reading education activity for young people with the theme of "Building a Happy China". According to the unified arrangement of the National Organizing Committee and with the consent of the provincial party committee and the provincial government, the Propaganda Department of the provincial party committee, the Education Working Committee of the provincial party committee, the Provincial Department of Education, the Provincial Press and Publication Bureau, the Communist Youth League Committee and the Provincial Women's Federation decided to carry out patriotic reading education activities with the theme of "Building a Happy China Together" among teenagers in the province.
