The Outline makes it clear that public art course is an important part of the curriculum system of higher education in China, the central link of school art education, and the main way to implement aesthetic education, which has irreplaceable value and function in improving students' aesthetic and humanistic quality, cultivating innovative spirit and practical ability, and shaping sound personality.
The outline emphasizes that colleges and universities should adhere to the orientation of educating people, persist in facing the whole people, persist in reform and innovation, build a public art curriculum system that combines classroom teaching and artistic practice activities for everyone, and incorporate public art courses into undergraduate talent training plans of various majors. Students must complete two credits of public art courses before they can graduate.
The outline stipulates that public art courses include aesthetics and art history, art appreciation and criticism, art experience and practice, and the curriculum should be holistic, coherent and systematic. Colleges and universities are required to deepen the reform of education and teaching, improve the promotion mechanism of public art courses, strengthen the overall design of courses and standardize education and teaching activities.
Encourage colleges and universities to develop high-quality digital educational resources for public art, build aesthetic education practice bases, and actively cultivate outstanding achievements and famous teacher studios. Implement the main responsibility of the construction of public art textbooks in colleges and universities, and do a good job in the research, compilation, approval and use of public art course textbooks.
The "Outline" requires colleges and universities to formulate and implement the work plan of public art courses, and establish the working mechanism of public art courses, which is under the responsibility of school-level leaders, coordinated by relevant functional departments and implemented by public art education and teaching departments.
Strengthen the construction of public art teachers, and the number of teachers in public art courses shall not be less than 0. 15% of the total number of students in school. Building and equipping venues, facilities and equipment to meet the needs of education, teaching and practical activities.
