On June 2 1 2002, the Decision of Hangzhou Municipal People's Government on Deepening Reform and Accelerating Development to Realize the Modernization of Basic Education (Hangzhou [2002] 10) was promulgated, which clearly pointed out: "We can take high-quality schools as the leader, set up cross-regional and cross-category school education groups, and reorganize weak schools through assets and personnel to improve the quality of education and the efficiency of running schools. "
From June 5, 2002 to 10, Hangzhou Qiushi Education Group was formally established as the first public basic education group in Zhejiang Province with the approval of Xihu District People's Government. By 2003, there were 4 education groups, 15 primary and secondary schools in Hangzhou, and 37 new branches or campuses.
On September 2, 2004, the Hangzhou Municipal Party Committee and the Municipal Government held a city-wide conference on basic education. The Opinions of the Hangzhou Municipal People's Government of the CPC Hangzhou Municipal Committee on Further Promoting the Reform and Development of Basic Education (No.42 [2004] of the Municipal Party Committee) established the strategy of implementing the collectivization of famous schools, and the process of running schools in Hangzhou began to enter a stage of rapid development promoted by the government and responded by the society.
In 2004, Hangzhou Education Bureau formulated "Several Opinions on Implementing the Grouping Strategy of Famous Schools in Primary and Secondary Schools" and "Standards and Measures for Identifying Famous Schools in Primary and Secondary Schools in Hangzhou", and established five educational groups with high schools as the main body, including Hangzhou No.2 Middle School. At that time, there were 46 primary and secondary schools in the city as leading schools and 24 education groups were established. By 2005, there were 39 education groups in Hangzhou, with 156 member units.
In June 2006, 10, "Several Opinions of the General Office of the CPC Hangzhou Municipal Committee and the General Office of the Hangzhou Municipal People's Government on Implementing the Strategy of Grouping Famous Schools in Primary and Secondary Schools" (No.[2006] of the Municipal Party Committee100). By the end of 2006, there were 5 1 educational organizations in Hangzhou, with member units 188.
On June 4th, 2007, Hangzhou Education Bureau held the first case study meeting on the collectivization operation mechanism of Hangzhou Caihe No.2 Primary School Education Group. In June, 2007, the Political Research Office of the Municipal Party Committee and the Municipal Education Bureau formed a special research group to conduct a questionnaire survey and statistics on the implementation of the collectivization of famous schools (including kindergartens) in the city, and held a symposium for the education directors of some districts and counties (cities) such as Shangcheng District, Xiacheng District, Gongshu, Jianggan, West Lake, Fuyang and Jiande. In the form of field research and discussion, this paper inspected Qiushi, No.15 Middle School, Xinhua Kindergarten, Anji Road, Hang No.2 Middle School, Zhongce Vocational School, Caihe No.2 Primary School, Mingzhu, Youth, Greentown Yuhua, Hong Ying Preschool, Gao Qiao Preschool, Fuyang Yongchang No.2 Primary School, Chun 'an Zuokou Central Primary School and other member schools of urban and rural mutual aid society, reviewed and summarized the achievements and practices since the implementation of the collectivization strategy of famous schools in the future.
In September 2007, the Opinions of Hangzhou Municipal Committee of the Communist Party of China and Hangzhou Municipal People's Government on Further Promoting the Group Strategy of Famous Schools (No.34 [2007] of the Municipal Committee) was issued. In the same year, in June+10, 5438, Hangzhou Education Bureau issued the Evaluation Method of Hangzhou Famous School Group (Mutual Aid Community) and the Notice on Carrying out the Evaluation of Hangzhou Famous School Group (Mutual Aid Community) in 2007 (Hangzhou Jiaodu [2007] No.7).
From February 7, 2007 to February 7, 2007, on the basis of selection and recommendation by various districts (counties and cities), Hangzhou Education Bureau and Education Supervision Office of Hangzhou Municipal People's Government jointly set up an evaluation team. According to the Evaluation Index of Hangzhou Famous School Group (Mutual Community), this paper evaluates 33 units including Hangzhou No.2 Middle School Education Group from the aspects of management system and operation mechanism.
