Teaching management implements the principal responsibility system. Principals should take teaching as the center, strengthen the construction of teaching management institutions and teachers, reasonably equip teaching principals, teaching directors (teaching directors), teaching and research team leaders and subject teachers, and implement a four-level teaching management responsibility system for principals (teaching principals), teaching and research directors (teaching and research directors), teaching and research team leaders (grade leaders) and subject teachers.

Twenty-sixth schools implement the principal responsibility system. The headmaster shall meet the qualifications prescribed by the state. The principal shall be appointed by the education administrative department of the people's government at the county level according to law.
Twenty-seventh students who violate the school management system shall be criticized and educated by the school and shall not be expelled.
Article 32 People's governments at or above the county level shall strengthen teacher training and take measures to develop teacher education. The education administrative department of the people's government at the county level shall balance the allocation of school teachers within their respective administrative areas, organize the training and mobility of principals and teachers, and strengthen the construction of weak schools.
