In order to further promote the high-quality and balanced development of compulsory education in the whole region and effectively protect the legitimate rights and interests of school-age children to receive compulsory education, according to the spirit of higher-level documents and the actual situation in our region, the following implementation measures are put forward for the primary school enrollment in our region.
I. Registration requirements
1. Freshmen should be at least 6 years old (born on September 1 day, 2008 to August 3 1 day, 2009), and no school may enroll children under 6 years old. If school-age children really need to postpone their schooling due to physical reasons, their parents or other guardians shall apply and provide medical diagnosis certificates issued by medical institutions at or above the second level, which shall be approved by the District Education Bureau. The age of admission policy for disabled children can be relaxed to 7 or 8 years according to different situations.
2. School-age children in the teaching area should have the official permanent residence of families in the teaching area. In principle, their household registration should be in the same place as their parents (legal guardians), and their household registration should be consistent with the actual permanent residence and real estate license (real estate license refers to the ownership certificate of the house, and the holder is the legal guardian of school-age children) before they can register normally. In principle, only one student will be arranged to attend the school in the teaching area within six years of each house.
(1) Those who belong to one of the following circumstances and hold corresponding certification materials shall be treated as normal admission:
(1) The children are registered with their parents (or legal guardians) and live in the teaching area, and the other party is an active serviceman who does not work in Nanjing, works in other places, works in agriculture or settles abroad; Parents divorced, children registered with legal guardians and lived in the teaching area.
(2) The children are single registered or live in the teaching area with their grandparents, and both parents are active servicemen who are not working in Nanjing or experts and technicians who are sent to work abroad.
(3) School-age children have settled in grandparents (grandparents) with their parents' household registration since their birth. Neither parent has purchased or allocated housing, but they actually live in grandparents (grandparents) and their household registration has never moved in.
(2) School-age children are children of active servicemen, and guardians and school-age children have military housing accounts in our district, which can be handled according to normal admission.
(3) the children of the demolition family shall enter the school according to the following requirements:
(1) The relocated families are registered in the primary school in the original teaching area without resettlement or purchase of new houses.
Those who have placed or purchased new houses and obtained property certificates shall register in the primary school where they are placed or purchased.
(3) If the new house that has been placed or purchased has been delivered but the property right certificate has not been obtained, the education bureau of the district where the place of placement or purchase is located shall make overall arrangements for admission with relevant supporting materials.
3. Schools should actively do a good job in the investigation, publicity and mobilization of disabled children's enrollment, pay attention to respecting the wishes of parents and children, and properly arrange disabled children to study in regular classes or enter special education schools in accordance with the Regulations on Education for the Disabled and the relevant work requirements of disabled children and adolescents in Nanjing. No school may refuse to recruit disabled children in the teaching area who meet the requirements of regular classes.
4. According to the Notice of Nanjing Education Bureau on Doing a Good Job in Admission of Migrant Workers' Children in Compulsory Education (Ningjiao Planning [2015] No.28), the parents (or legal guardians) of migrant workers' children should actually live in my temporary residence for one year (until May 3 1 day of that year).
(1) Household registration book and ID card of parents (or their legal guardians);
(2) the residence permit or temporary residence permit issued by the public security department for the parents (or their legal guardians) who have lived in this city for one year;
(3) the guardian's relatively stable work certificate (labor contract signed with the employer and one-year personal social insurance payment certificate, or one-year valid business license issued by the industrial and commercial department);
(4) Relevant certification materials that meet the requirements of the family planning policy in the inflow area;
(5) accompanying children's birth certificate, vaccination certificate and other documents.
The children of migrant workers who meet the above conditions will bring relevant materials to the designated registration point on July 4, and after the allocation of compulsory education degrees for registered students in our district is completed, they will make overall arrangements for admission and will not participate in computer allocation.
5. Under other special circumstances, such as collective households or families with empty household registration and no real estate, the district education bureau will make overall arrangements for admission and will not participate in computer allocation.
Second, the enrollment method
Rational allocation of educational resources to better promote the balanced development of compulsory education in our region. According to the spirit of the document "Guiding Opinions on School Enrollment in Compulsory Education in Nanjing" (No.Ning Jiao [2065 438] 18), measures such as controlling the enrollment scale of hot schools and implementing computer allocation of spare places were taken to ensure that primary schools are admitted to school nearby without examination in line with the requirements of relevant documents of the provincial government.
1. Admission to the nearest school is free according to the teaching area, and the compulsory education level of school-age children is guaranteed. Parents (legal guardians) of school-age children in the teaching area shall go through the registration formalities for their children's enrollment according to the specified date. If the family housing or household registration of school-age children changes, and the registration formalities and work have not been completed within the time limit, the school shall declare the registration to the District Education Bureau, and the District Education Bureau shall make overall arrangements for admission.
2. Vacancies in public primary schools in hot spots in this region are allocated by computer. After the unified registration of primary school freshmen in the whole region, according to the enrollment plan of primary schools and the registration of freshmen, the list of hot public primary schools with vacancies and the computer allocation scheme will be determined and announced.
School-age children in this district who meet the normal admission requirements can apply to participate in the registration of public primary schools in this district 1 which implement computer allocation vacancies. School-age children who participate in computer allocation must fill in the computer allocation application form and sign it for confirmation. Failing to register within the time limit, no supplementary report shall be made. If the number of applicants for computer allocation exceeds the number of school vacancies, they will be equally admitted to computer allocation; If the number of applicants for computer allocation does not exceed the number of school vacancies, full admission will be implemented. Those who do not meet the normal admission requirements will be arranged by the District Education Bureau not to participate in computer allocation.
3. Give proper care to the following objects: children of martyrs; Children of soldiers and policemen killed in the line of duty; Children of active servicemen in counties (cities), desert areas, three types of remote areas determined by the state and special first and second types of island troops determined by the army; Children of national model workers and those who have made important contributions to the economic and social development of Xuanwu District.
Third, the timing.
All primary schools should strictly follow the spirit of these measures and the requirements of relevant work meetings, carefully formulate work plans, strictly grasp the time nodes, and ensure the steady and orderly progress of primary school enrollment in the whole region. Before enrollment, it is necessary to announce the scope of teaching areas and take the initiative to accept social supervision.
1, May 30th to 3rd1,registered freshmen in Xuanwu District. Guardians of school-age children shall register school-age children in schools in teaching areas. At the time of registration, the guardian and school-age children's household registration book, real estate certificate and children's vaccination certificate and other relevant documents (certificates) must be issued. Guardians of school-age children shall ensure that the relevant documents are true and valid. If there is any concealment, once verified, the normal admission qualification will be cancelled, and the district education bureau will make overall arrangements for admission.
2. On June 7th, the list of popular public primary schools and the computer distribution scheme were announced.
3. From June 14 to June 15, the freshmen who meet the normal admission conditions fill in the computer allocation volunteers.
4. On June 28th, computer allocation was made for public primary schools in hot spots in this region.
5. On July 4th, the children of migrant workers in this area who meet the policy conditions will register at the designated registration point.
6. Before August 10, the school issued an admission notice to the guardian or posted a list of new students. No school may allow students to enter school in advance or delay.
7. Before September 30th, the school completed the registration of new students.
Fourth, the job requirements
1, schools should strengthen the organization and leadership of primary school enrollment, set up a leading group for enrollment, standardize enrollment behavior in strict accordance with policy requirements, and ensure fairness, impartiality and openness in enrollment.
2. All schools should strictly implement the enrollment plan. If the actual enrollment in the teaching area is inconsistent with the enrollment plan, the school should apply to the District Education Bureau in writing in advance according to the actual situation, and the enrollment plan can be adjusted only after approval. Shall not organize or cooperate with social training institutions to organize various examinations for the purpose of selecting students; It is not allowed to enroll students based on the results of competitions in various disciplines; It is not allowed to sign a contract to enroll students in advance; Experimental classes, key classes and fast and slow classes shall not be set up separately in any name; Do not accept any donations linked to admission.
3. The District Education Bureau will supervise the enrollment in a timely manner. If illegal enrollment and illegal fees are found, once they are verified, they will be resolutely investigated and punished, and the qualifications for evaluation, commendation and reward of relevant schools and individuals will be cancelled. If the violation is serious, the relevant personnel will be held accountable according to the cadre management authority.
4. Schools should promptly, actively and properly handle the contradictions and enrollment problems in their teaching areas, strictly forbid prevarication, effectively protect the right of every school-age child to receive education, and actively safeguard social harmony and stability.
