In this case, you must have at least a bachelor's degree before you can apply for full-time graduate students.
If you have a college degree, you can apply for on-the-job graduate students, but it seems that you can't get a degree certificate. To apply for a master's degree, you must also have a bachelor's degree and graduate for three years.
The full-time postgraduate enrollment subjects are politics, English/Russian/Japanese, and basic synthesis of pedagogy (including preschool education, child psychology, preschool education curriculum theory, etc.).
