"Teaching Quality and Teaching Reform Project in Colleges and Universities" (hereinafter referred to as "Quality Project") is an important part of the "Action Plan for Revitalizing Education from 2003 to 2007" being formulated by the Ministry of Education, and the construction of top-quality courses is one of the important contents of "Quality Project". The Ministry of Education plans to use modern education to build 65,438+0,500 national top-quality courses within five years (2003-2007).

Excellent course is a model course with the characteristics of first-class teachers, first-class teaching content, first-class teaching methods, first-class teaching materials and first-class teaching management, including six aspects: First, the construction of teaching team, which should gradually form a teacher echelon with reasonable structure, stable personnel, high teaching level and good teaching effect, and be equipped with tutors and experimental teachers in a certain proportion. Second, the construction of teaching content should be advanced and scientific, and reflect the latest scientific and technological achievements in this field in time. Third, we should use advanced teaching methods and means, and relevant teaching outlines, teaching plans, exercises, experimental guidance, and bibliography should be online and open for free to realize the sharing of high-quality teaching resources. The fourth is the construction of teaching materials. The fifth is experimental construction. Vigorously reform the form and content of experimental teaching, encourage comprehensive and innovative experimental and research-oriented courses, and encourage undergraduates to participate in scientific research activities. The sixth is mechanism construction. There should be corresponding incentive and evaluation mechanisms to encourage professors to undertake the construction of top-quality courses, and there should be a new employment mechanism to ensure the construction of top-quality courses.

In April 2003, the Ministry of Education issued the Notice of the Ministry of Education on Starting the Construction of Excellent Courses of Teaching Quality and Teaching Reform Project in Colleges and Universities (Jiaogao [2003] 1No.). The construction of top-quality courses was officially launched, but it was delayed for some time due to the outbreak of SARS. However, with the victory of the national anti-African struggle, the construction of top-quality courses quickly entered the formal stage.

The construction of national top-quality courses shall be carried out by schools first, recommended by provinces, autonomous regions and municipalities directly under the Central Government, reviewed by the Ministry of Education, awarded honorary titles and subsidized by construction funds. The Ministry of Education has set up a "National Excellent Course Construction in Colleges and Universities" page on the website, and released information related to the construction of excellent courses in colleges and universities, such as policies, regulations, standards and notices. The construction of national excellent courses is mainly divided into three stages: one is the declaration stage, the other is the evaluation stage, and the third is the announcement stage.

First, the declaration stage

In 2003, the Ministry of Education plans to build about 150 excellent courses, which is one of the four main tasks initiated by the "Quality Project". Once the construction of top-quality courses is started, it has been widely supported and seriously implemented by the national higher education front. The education administrative departments of all provinces, autonomous regions and municipalities directly under the Central Government actively organize local colleges and universities to participate in the declaration of top-quality courses according to the spirit of relevant documents of the Ministry of Education. On the basis of the selection of advanced provinces, autonomous regions and municipalities directly under the central government, recommend excellent courses to the Ministry of Education. At the same time, in order to further improve the recommendation work, the channels for direct recommendation to the Ministry of Education by the teaching steering committees of various disciplines and relevant expert organizations have been specially increased. Through these two channels, a total of 494 courses were recommended to apply for the national top-quality courses in 2003. Colleges and universities recommended by all provinces, autonomous regions and municipalities directly under the Central Government shall submit application materials to the Ministry of Education in the form of online reporting. The Ministry of Education does not accept any written application materials from colleges and universities, and enters the evaluation stage after passing the preliminary examination.

Second, the review stage

The evaluation process of top-quality courses is divided into four stages: qualification review, online teaching resources evaluation, final review of expert meetings and course publicity, and finally "2003 National Top-quality Courses" is selected.

1. Qualification examination, the application for excellent courses ended on June 10 and June 17, 2003. According to the Ministry of Education's Implementation Measures for the Construction of National Excellent Courses, this year, 3/kloc-0 provinces, autonomous regions, municipalities directly under the Central Government and 38 teaching steering committees and expert organizations recommended 494 courses from 260 universities to apply for national excellent courses.

2. Evaluation of online teaching resources. After the qualification examination, the Ministry of Education organized experts to evaluate 467 courses in 240 colleges and universities according to disciplines and specialties. A total of 38 1 experts from 159 universities in 30 provinces, municipalities and autonomous regions (except Tibet and Qinghai) were invited to participate in the online evaluation. Experts grade the courses in strict accordance with the National Excellent Course Evaluation Index System (2003) issued by the Ministry of Education. According to the experts' grading and course ranking, the Ministry of Education selected 2 10 courses to participate in the final evaluation of the expert meeting, and the courses attended by experts covered 24 provinces, municipalities and autonomous regions (Hainan, Qinghai, Tibet, Gansu, Ningxia, Xinjiang and Guizhou did not attend the meeting), 107 courses.

3. Final review of expert meeting: The Ministry of Education organized experts to hold the final review meeting of excellent courses from June 5438+February 65438+8 to1October 20, 2003, and made the final review of 2 10 courses selected by the network communication review, and finally selected 15 1 national excellent courses through expert voting.

4. Course Publicity: According to the requirements of the Implementation Measures for the Construction of National Excellent Courses, the Ministry of Education publicized the teaching syllabus, teaching contents, network resources, teaching videos and other materials of 15 1 evaluation courses selected for national excellent courses from October 5 to February 5, 2004.

Third, the stage of publishing results.

Selected courses will be publicized for one month. If there is no objection, the Ministry of Education will officially award the title of "2003 National Excellent Course" and announce all the network resources of this course to the public for sharing. The courses that won the title of "National Excellent Courses in 2003" will be responsible for maintaining and updating the course contents and keeping the network unblocked within five years, and the Ministry of Education will supervise and manage them in accordance with the Implementation Measures for the Construction of National Excellent Courses.

The construction of top-quality courses adheres to high standards and strict requirements from the beginning, and is at a relatively high starting point. Among the "2003 National Excellent Courses" selected by 15 1, 7 courses were attended by academicians, and 33 courses were presided over by the first national famous teachers, accounting for a quarter of the total courses, which provided a strong guarantee for truly embodying the demonstration role of excellent courses.
