I. Conditions for running a school

3. Without approval, it is forbidden to change the training address and place.

4. It is strictly forbidden to set up branches or training points of training institutions without approval.

5. It is strictly forbidden to run schools jointly with primary and secondary schools.

Second, training time.

6. It is not allowed to occupy national statutory holidays, rest days and organize discipline training in winter and summer vacations.

7. Do not conflict with the local primary and secondary school teaching time.

8. The end time of offline training shall not be later than 20:30, and the end time of online live training shall not be later than 2 1:00.

Third, training objectives.

9. Online training for preschool children is not allowed.

10. It is forbidden to carry out offline subject training (including foreign languages) for preschool children in the name of preschool classes, young bridging classes and thinking training classes.

Fourth, the employment of teachers.

1 1. In-service primary and secondary school teachers and high-paying school teachers shall not be employed.

12. It is forbidden to hire foreigners to carry out training activities abroad.

13. It is strictly forbidden to hire people who do not have the qualifications of teachers to carry out subject training in violation of regulations.

14. It shall not exceed the corresponding national curriculum standards, and the training shifts must match the scores of enrolled students.

15. It shall not exceed the progress of primary and secondary schools in the same period of the county (district).

16. Homework shall not be assigned in any form, such as pre-class preparation, after-class consolidation, homework practice, punching in on WeChat group, etc.

17. Advanced training beyond the standard is prohibited.

18. Non-discipline training institutions are strictly prohibited from engaging in discipline training.

19. It is strictly forbidden to organize and hold subject level examinations, competitions and rankings for primary and secondary school students.

20. It is strictly forbidden to provide overseas education courses.

2 1. It is strictly forbidden to carry out discipline training in violation of regulations in the name of study tour, investigation, summer camp, ideological literacy, Chinese cultural literacy, or in non-discipline training such as science and technology, sports, culture and art.

22. It is strictly forbidden to carry out discipline training in violation of regulations in the name of consultation, cultural communication, "domestic service", "resident teacher" and "crowdfunding private education".

VI. Training fees

23. Don't charge a one-time fee for more than 3 months.

24. No other fees shall be charged beyond the publicized items and standards.

25. Students are not allowed to apportion expenses or forcibly raise funds in any name.

26. Training fees shall not be paid by means of training loans.

27. It is strictly forbidden to induce parents of primary and secondary school students to use installment loans to pay off-campus training fees.

28. The contents of the invoice shall not be inconsistent with the actual training.

29. Receipt and payment vouchers shall not be issued in the name of the organizer or other parties.

30. Receipts and other "white notes" shall not be used to replace payment receipts.

3 1. Students are not allowed to refuse to purchase tickets for any reason.

Seven. fund management

32 discipline training institutions shall not be listed for financing.

33. Capitalization operation is strictly prohibited.

34. A listed company may not invest in discipline training institutions through stock market financing, nor may it purchase the assets of discipline training institutions through issuing shares or paying cash.

35. Foreign capital may not hold or participate in discipline training institutions through mergers and acquisitions, entrusted operations, joining chains or using variable interest entities.

Eight, advertising

36. Primary and secondary schools and kindergartens shall not carry out commercial advertising activities.

37. Do not use textbooks, teaching AIDS, exercise books, stationery, teaching AIDS, school uniforms and school buses in primary and secondary schools and kindergartens to publish or publish advertisements in disguised form.

38. No advertisements for off-campus training shall be published in public places.

Nine. Other requirements

39. Students should not be forced to receive training by violence or threats.

40. Personal information of parents and students shall not be disclosed.

4 1. It is not allowed to provide and spread bad learning methods such as "taking photos and searching questions", which are inert to students' thinking ability, affect students' independent thinking and violate the laws of education and teaching.

42. Insulting and corporal punishment of students is strictly prohibited.

43. It is forbidden to organize training in different places, and carry out "one-to-one" and "one-to-many" training in residential buildings, hotels, cafes and other places.

44. It is strictly forbidden to carry out disciplinary training in violation of regulations through "live broadcast, recording and broadcasting".

45. It is strictly forbidden for offline institutions to conduct online discipline training in violation of regulations through instant messaging, online meetings and live broadcast platforms.
