In principle, the work and rest time is unified by county, and cities with districts can unify the work and rest time within the urban area. All localities can have a two-week adjustment period. Two weeks from today, primary and secondary schools at all levels in the province should implement teaching behavior according to the new curriculum. No matter how to adjust, we must comprehensively consider the provisions of the Code on school study time, students' homework and holidays, and we must not break through the Code. Some places reflect that due to the large east-west span of the province, can classes be allowed in advance? We have also studied this. Since it is a unified requirement of the whole province, in order to maintain the seriousness of the code, we will not consider the problem of attending classes in advance for the time being, nor will we arrange two kinds of timetables in Xia Dong, and then make adjustments after the quality education of primary and secondary schools in the province is fully on the right track.
The second is to standardize weekends. The specification clearly States that there will be no classes on weekends. Primary and secondary school students in the province do not organize classes on weekends. The class mentioned here refers to the collective teaching and self-study organized by the school. On weekends, except for some teachers who are on duty according to regulations, teachers no longer go to work. Not having classes on weekends doesn't mean that schools have to close, and students have to go home. There is no class on weekends, but it is only stipulated that there is no class in groups. These two days are students' own time. When boarding schools arrange students to go home, they can make overall arrangements, but they may not force students to go home. On weekends, school teaching resources such as libraries, gymnasiums and conditional laboratories should be open to students for organizing activities. Schools should also arrange corresponding logistics services, have teachers on duty, and strengthen the management of students. Senior three students will take the college entrance examination in more than three months. For this year's senior three, it is limited to this year's senior three. Unified consideration, the province can organize a day of self-study on Saturday.
The third is to standardize and control students' homework. Although the standard stipulates the time for students to do their homework, there are still some practical problems in the specific implementation, that is, who will control the time. The homework assigned by the math teacher is not too much, and the Chinese teacher is not too much, but the sum of math and Chinese may exceed the prescribed time. The control of the total amount of homework shall be reviewed and checked by the responsible comrades of the school guidance office. If the school is large in scale and there are many parallel classes, it can also be checked by the grade leader. At the same time, it should be clear that homework cannot be arranged for subjects without courses that day.
The fourth is to standardize all kinds of training, competitions and examinations for students. In addition to the examinations and competitions agreed by the municipal education administrative department, schools in the compulsory education stage do not participate in any unified examinations and competitions. The final exam of senior high school is organized by the school itself, and teaching and research institutions at all levels can provide a full set of test questions for the school to choose from, and encourage the school to take the exam by itself. At the end of the first year of high school, the municipal education administrative departments can organize unified examinations. The end of the second year of high school, because the province organized the academic level examination, cities and schools no longer took the examination. In the next semester of senior three, the education administrative department can organize mock exams according to the situation and do adaptive training for graduates to take the college entrance examination. However, no matter what kind of exam, there should be no queues between counties, schools and classes. Regarding the training of students, it must be clear that schools are not allowed to hold various training courses directly related to the course content. Some schools have organized some student interest groups, organized various activities, and carried out outreach activities on weekends, which should be advocated. But we should also avoid organizing students to attend classes in the name of interest groups. Regarding the Olympic Games training courses organized by the school, it is clear that Olympic Games training is not allowed in the compulsory education stage, and the Olympic Games classes organized by high schools are approved by the municipal education administrative department and reported to the provincial education department for the record, but classes or training are not allowed on weekends.
The fifth is to standardize the time of liberal arts division for senior high school students. The concept of liberal arts division is the concept of college entrance examination. According to the new curriculum plan, students can only choose courses or choose the development direction. Students' liberal arts subjects are also facing a problem of comparing with each other and getting earlier and earlier. It has been clearly stipulated in the Code that students should choose the development direction, that is, traditional liberal arts subjects should not end before the second academic year. Dividing subjects too early before this is not good for students' all-round development, and it will also cause students to fail the academic level exam smoothly. Students who entered the school in 2007, at present, some schools begin to pre-score, which is very inappropriate. It is hoped that the relevant schools will stop immediately and take remedial measures to correct it, which will not affect students' participation in the academic proficiency test. Starting from the freshmen who entered the school in 2008, the province is "one size fits all", and high schools must strictly abide by the norms, and no subjects can be divided before the end of the second grade. The school shall be responsible for the graduation of students who fail to pass the academic level test due to premature division, and the person in charge of the school shall be held accountable.
The sixth is to standardize the repeat classes in public schools. Holding repeat classes in public high schools is a concrete manifestation of one-sided pursuit of further education. Under the circumstances that ordinary senior high schools are not popularized and the education development is unbalanced, some schools with better school conditions and slightly higher education quality do not pay attention to letting more children receive quality education, but hold large-scale repeat classes in pursuit of academic performance and economic benefits, which seriously damages the people's right to enter higher schools, deviates from the nature and purpose of public education resources in public senior high schools, and seriously disrupts the enrollment order of colleges and universities. In this regard, the Ministry of Education has always made it clear that all localities are strictly forbidden to hold repeat classes in public ordinary high schools. Seventh, the issue of unifying holiday arrangements. This winter vacation inspection, many places reflect the hope that the province will arrange holidays in a unified way to facilitate unified inspection. After research, I also consulted some school principals, decided to unify the holiday time of senior high schools in the province, and put forward guiding opinions on the holiday time of schools in compulsory education stage. According to the provisions on holiday time in the national curriculum plan and the implementation opinions of our province, in the summer vacation of 2008, it is preliminarily considered that ordinary high schools in our province will start from July 1 1 and end from September 1, and the specific time will be subject to the documents published by the provincial education department.
Eighth, standardize the high school enrollment order. In June last year, the Provincial Department of Education put forward the requirements for standardizing the enrollment order of senior high schools in the document on further standardizing the enrollment order of senior high schools, and the Regulations were clear. All ordinary high schools should strictly abide by the requirements of the state and the province on regulating enrollment behavior, do not make illegal enrollment propaganda, do not enroll students in advance in violation of regulations, do not enroll students outside the prescribed areas, and do not enroll students beyond the reasonable scale of the school. Senior middle schools do not violate the "three limits" policy to recruit students, do not take improper measures to recruit students, and do not accept students who have been admitted to other schools according to the prescribed procedures. Municipalities should further stipulate the enrollment scope of their middle schools in order to avoid vicious competition among students due to unclear boundaries. At the same time, we should conscientiously follow the requirements of the documents of the general office of the provincial government, study the implementation opinions of the reform of the senior high school entrance examination system as soon as possible, and accelerate the reform of the senior high school entrance examination system.
The ninth is to strengthen the high school academic level examination and standardize the quality development report of high school students. The high school academic proficiency test is an important means to evaluate the quality of high school education, an important standard to evaluate students' learning situation, and an important basis for college enrollment. Last year, our province began to refer to the academic level test results and students' comprehensive quality evaluation report in the process of college enrollment in the province, and took the first step of diversification of college admission standards. Recently, the Ministry of Education issued a document to put forward opinions on the reform of the enrollment system in colleges and universities in the future, and clearly put forward to further strengthen the work of the high school level examination. Judging from the development of the high school level examination in our province, there are some problems, such as insufficient attention to this work, unhealthy examination style and lax examination discipline. At the end of last year, we cancelled the standardized school of Qihe Experimental Middle School, which seriously violated the rules in the high school academic level examination, that is, we should further seriously examine the discipline by increasing the punishment measures for the school. In the near future, we will study and formulate documents to further strengthen the examination style and discipline, and severely deal with schools, teachers and students who dare to cheat in academic level examinations and student quality development reports. The main person in charge and the person directly responsible for school cheating will be investigated, and cheating students will be directly recorded in their personal growth records and recorded in their development reports.
