The six standards for the qualification of discipline education and training institutions are as follows:
1. No more classes are sold, no more students are enrolled, and no new expenses will be incurred before "going to Africa Camp";
2. The "suspension plan" must be submitted to the Education and Sports Bureau, requiring the data to be complete and accurate, and the education department should dynamically supervise the "suspension plan";
3. In the process of suspension of classes, some parents demand unconditional refund, and there can be no disputes and no dispute records;
4. Strictly abide by the policy of "double reduction" and cancel classes within the specified time (discipline training institutions in compulsory education stage are not allowed to give lectures on rest days, legal holidays, winter and summer vacations, Monday to Friday, and the time shall not be later than 20: 30);
5. The advance payment of stock courses should be deposited into the bank custody account, and the deposit amount basically matches the "course cancellation plan";
6. After promising to "turn business into non-business", use the QR code issued by the custody bank to collect fees, and the fees will directly enter the custody account for dynamic supervision.
The transfer from camp to non-camp mainly includes the following three procedures:
1, apply for a new school license. From now on, existing institutions can apply to the district education department for a new school license and hand in the restored school license. The district education department shall issue a new school license after examination and approval in accordance with the Standards for Running Private Education and Training Institutions in Beijing (Provisional) and the Provisions on the Administration of the Establishment of Private Non-academic Education and Training Institutions in Beijing.
2. Apply for the establishment of a new non-profit legal person. Existing institutions shall provide relevant materials in accordance with the Provisional Regulations on the Registration and Administration of Private Non-enterprise Units, and apply to the district civil affairs department for the establishment of a new non-profit legal person, and the district civil affairs department shall examine and approve the registration according to law. After the new non-profit legal person is established according to law, it shall carry out discipline training in accordance with the approved scope of running a school, establish labor relations with workers according to law, and fulfill the statutory obligations of the employer;
3. Cancel the original school license. The district education department should cancel the original school license of the existing institution in time, and feedback the cancellation to the market supervision department. The legal person name and business scope of the for-profit organization whose school license has been cancelled shall not contain words such as "training" and "school" indicating the characteristics of training business (except those who continue to engage in training business according to law).
Provisional Regulations on the Administration of Registration of Private Non-enterprise Units Article 4 Private Non-enterprise units shall abide by the Constitution, laws, regulations and national policies, and shall not oppose the basic principles defined in the Constitution, endanger national unity, security and national unity, harm national interests, social public interests and the legitimate rights and interests of other social organizations and citizens, or violate social morality. Private non-enterprise units shall not engage in profit-making business activities.
