Article 1 In order to strengthen national defense education, enhance citizens' awareness of national defense and promote national defense construction, these Regulations are formulated in accordance with the provisions of the Constitution of People's Republic of China (PRC), the Military Service Law of People's Republic of China (PRC) and other relevant national laws and regulations, combined with the actual situation in Sichuan. Article 2 The term "national defense education" as mentioned in these Regulations refers to the education of national defense concepts, national defense laws and regulations, and national defense knowledge and skills with patriotism as the core, as well as the education of citizens to fulfill their obligations of defending the motherland and other national defense. Article 3 National defense education is an important part of national education and should be incorporated into the national education system. Strengthening national defense education is the common responsibility of the whole society. Receiving national defense education is a citizen's right and obligation according to law. Article 4 State organs, social organizations, enterprises and institutions, schools and local military departments within the administrative area of Sichuan Province shall actively organize national defense education activities of their own units.

The People's Liberation Army stationed in Sichuan and the People's Armed Police Force shall support and cooperate with the local government to carry out national defense education activities. Article 5 National defense education shall implement relevant state laws, regulations and national defense policies.

National defense education must pay attention to actual effect. Article 6 National defense education shall be conducted under the leadership of people's governments at all levels. The people's governments at or above the county level shall set up national defense education committees to be responsible for the organization, guidance and coordination of national defense education. The military service organs of the government at the same level shall be responsible for their daily work in conjunction with the publicity and education departments, and other relevant departments shall cooperate.

The National Defense Education Committee is composed of the responsible persons of the relevant departments of the people's government at the same level, military service organs, social organizations and other relevant units, and the chairman is the responsible person of the government. Article 7 The main duties of the National Defense Education Committee are:

(a) to implement the laws, regulations, guidelines and policies of the state on national defense education;

(two) to formulate and organize the implementation of national defense education plans and measures within their respective administrative areas;

(three) to study and solve major problems in the work of national defense education within their respective administrative areas;

(four) to inspect, guide and coordinate the relevant departments to carry out national defense education, and summarize and popularize the experience of national defense education at the grassroots level.

The Provincial National Defense Education Committee organizes the provincial military service organs, the Provincial Education Committee and relevant departments to compile, examine and issue national defense education textbooks. Article 8 The main contents of national defense education are: learning national defense theory, national defense history, national defense laws and regulations, national defense common sense, national defense science and technology, national defense sports, armed forces construction and other knowledge, and developing national defense skills training. Article 9 National defense education shall be conducted separately according to the requirements of key education and general education.

Militia, reservists and senior middle school (including secondary vocational and technical schools) students receive key education; Others receive general education.

Citizens who receive key education enhance their national defense concepts and master national defense knowledge and skills through military training and participation in various national defense education activities. Citizens who receive general education, through participating in national defense education activities, establish national defense concepts, understand national defense common sense and master preliminary skills.

Responsible persons of state organs, social organizations, schools, enterprises and institutions shall take the lead in participating in national defense education activities and fulfill their organizational and leadership responsibilities in national defense education. Tenth militia and reserve organizations must carry out national defense education for militia and reserve personnel in a planned way. Article 11 Education administrative departments at all levels shall incorporate national defense education in schools at all levels into normal education and teaching plans, and implement national defense education for students of different ages and levels. Twelfth departments of culture, education, radio and television, press and publication, health and other departments should be included in the scope of work. Thirteenth state organs, social organizations, enterprises and institutions shall, according to the characteristics of their own industries and units, carry out national defense education for cadres and workers. Article 14 Urban residents' committees and rural villagers' committees shall mobilize local residents and villagers to receive national defense education. Fifteenth provincial military regions, military divisions, people's armed forces, people's air defense and national defense scientific research departments should actively carry out theoretical research activities of national defense education.

The people's government encourages units and individuals to carry out theoretical research activities on national defense education and promote the development of national defense education. Article 16 The people's governments at or above the county level shall include the funds for national defense education in the local fiscal budget at the corresponding level for special purposes. National defense education funds of state organs, social organizations, enterprises and institutions at all levels shall be charged in the education funds of employees of the unit. Article 17 Militia and reserve organizations may carry out activities to raise weapons through labor in accordance with relevant state policies and regulations, and their income shall be used for national defense education and militia reserve work. Eighteenth state organs, social organizations, enterprises, institutions or individuals that have made remarkable achievements in national defense education shall be commended and rewarded by the people's governments at or above the county level or the National Defense Education Commission. Article 19 For units that violate Articles 10 to 14 and Article 16 of these Regulations, the National Defense Education Commission will criticize them according to the seriousness of the case, or the National Defense Education Commission will put forward handling opinions, and the administrative department will give administrative sanctions to the persons who are directly responsible for the unit.

Citizens who violate the provisions of Article 9 shall be criticized and educated by their units, social organizations, villagers' or residents' organizations and schools.

Those who obstruct national defense education or destroy national defense education facilities shall be punished by the public security department in accordance with the relevant provisions of the Regulations of the People's Republic of China on Administrative Penalties for Public Security; If a crime is constituted, criminal responsibility shall be investigated by judicial organs according to law.
