4. Preliminary examination of data and issuance of certificates
After the application is submitted, certification bodies at all levels shall preliminarily verify the contents according to their duties and powers. After the content review, certification bodies at all levels make a decision on whether to agree to handle the matter. For those who agree to handle the matters, the provincial secondary vocational education qualification certification center shall print the academic certificate in the order of the materials submitted by the applicant, and the academic certificate shall be stamped with the special seal of the secondary vocational education academic certificate of Henan Provincial Department of Education.
