The provincial education administrative department shall cooperate with the provincial personnel administrative department to guide and coordinate the continuing education of professional and technical personnel in the province.
All departments of the people's governments of provinces, cities (prefectures) and counties (cities, districts) shall be responsible for the formulation, implementation and management of the continuing education plans of enterprises and institutions under this system according to the continuing education plans of the whole province.
Press and publication, radio and television departments should do a good job in the propaganda of continuing education. Article 6 Professional and technical personnel shall enjoy the following rights of continuing education:
(1) The annual time for professional and technical personnel to be off-duty or concentrate on continuing education shall not be less than 12 days or 72 hours;
(two) to enjoy the wages and benefits stipulated by the state during the full-time study;
(three) when the right to continuing education is violated, the right to appeal to the superior administrative department or the personnel administrative department of the unit. Article 7 Professional and technical personnel receiving continuing education shall perform the following obligations:
(a) to abide by the laws, regulations and provisions on continuing education;
(two) to obey the arrangement of continuing education in the unit and complete the task of continuing education;
(three) after receiving continuing education, should continue to serve the unit in accordance with the relevant provisions. Article 8 The units where professional and technical personnel work shall perform the following duties:
(a) to implement the laws, regulations and policies of continuing education, formulate the continuing education plan and management measures of the unit, and organize their implementation. Accept the inspection, guidance and supervision of the superior competent department or the personnel administrative department;
(two) to ensure the time for professional and technical personnel to participate in continuing education and the wages and benefits stipulated by the state, and to provide necessary learning funds and other conditions;
(three) according to the provisions of the registration, inspection and assessment of professional and technical personnel to receive continuing education. Article 9 Enterprises and institutions may, as required, sign written contracts with professional and technical personnel who have been studying full-time in China for more than half a year or who have been sent abroad for further study on the services after continuing education. Tenth continuing education content should be targeted, practical and advanced, and should be determined according to the long-term planning and short-term work needs of the unit and the actual situation of professional and technical personnel's knowledge structure and business level. Eleventh continuing education should be multi-channel, multi-level and multi-form.
Continuing education is mainly based on participating in the study organized by the unit and the system and self-study with planning, guidance and assessment. Planned, guided and assessed self-study time is included in full-time continuing education time.
Conditional units can also organize professional and technical personnel to receive continuing education through the following forms:
(a) to participate in various advanced classes, seminars and training courses organized by institutions of higher learning, scientific research units, academic groups and continuing education management departments;
(two) to study in teaching, scientific research and production units;
(3) Attending academic conferences and lectures at home and abroad;
(4) Going abroad for further study;
(five) to participate in correspondence, publishing, night university, TV University, etc. Twelfth relying on institutions of higher learning, scientific research institutes (institutes), social organizations, training institutions established by large and medium-sized enterprises and other qualified training institutions, establish continuing education bases and improve the implementation network of continuing education. Thirteenth continuing education teachers should adhere to the principle of combining full-time and part-time jobs. Experts with high theoretical level and rich practical experience and personnel with senior and intermediate titles can be employed as part-time teachers. Fourteenth provincial personnel administrative departments shall guide and coordinate relevant business departments to formulate the subject guide of continuing education and compile teaching materials. Fifteenth continuing education funds are raised by the following ways:
(a) the financial departments of the people's governments of provinces, cities (prefectures) and counties (cities, districts) shall, according to the financial situation, include the continuing education funds in the annual budget;
(two) the continuing education funds of enterprises and institutions should be arranged in the employee education funds, in which the continuing education expenses of enterprises to develop new technologies and research new products can be arranged in the management expenses;
(three) the provincial personnel administrative department may establish a continuing education fund according to law;
(four) accept donations from all walks of life.
