Open education is the responsibility of Central Radio and TV University, provincial radio and TV universities, and municipal radio and TV universities and learning centers implement specific enrollment management. Enrollment is in spring and autumn every year, because there are learning centers of RTVU all over the country, and it is also the higher education school with the largest enrollment in the country.
