In order to standardize and order the enrollment of primary schools in urban areas this year, according to the Compulsory Education Law, Measures for Implementing Compulsory Education in Jiangsu Province, Regulations on Balanced Development of Compulsory Education in Wuxi City, and relevant national, provincial and municipal laws and regulations on promoting the implementation of quality education, standardizing the school-running behavior of primary and secondary schools, and standardizing education fees, we hereby put forward the following opinions.

I. Registration conditions

2. The enrollment of military children shall be handled in accordance with the spirit of the Opinions of the Office of the Municipal Government on Further Improving the Employment Education of the Children of Cadres' Families in Tin (No.7 [2008] of Tin Zhengban).

3. The enrollment of children of Hong Kong, Macao and Taiwan businessmen shall be handled in accordance with the spirit of Several Opinions on the Enrollment of Children of Taiwanese Businessmen in Compulsory Education Stage (Xi Jiao Fa [2006]180).

4. The admission of children of academicians and experts (including the third generation) shall be handled in accordance with the spirit of "Detailed Rules for the Implementation of Relevant Treatment for Academician and Experts of Tin" (No.3 [2002] of Tin Commission).

5. The enrollment of children of overseas students shall be handled in accordance with the Trial Provisions of our city on further attracting and making good use of outstanding talents; Detailed Rules for Implementation (No.84 [2007] of the Xi Wei Fa) and Notice of the Office of the Municipal Government on Forwarding the Opinions of the Office of Leading Talents of Returned Overseas Students in Wuxi on Further Promoting the Service of "530" Enterprises (No.[2009] of the Xi Wei Fa151).

6. The enrollment of children of relocated households in key projects in the city shall be handled according to the spirit of the Notice on Issues Related to the Enrollment of Children of Relocated Households in Key Projects in the City (No.215 [2006] of Xijiao).

7. Children of collective household registration personnel shall be enrolled in school, and the education administrative department at the place where the collective household registration is located shall delimit the teaching area and arrange enrollment according to the actual permanent residence and the principle of relative proximity. If you have purchased commercial housing or have clear property rights and use rights, you can also enroll in the teaching area according to the property.

8. Disabled children can attend special education schools according to the actual situation, or attend regular classes in primary schools in teaching areas. Schools shall respect the choice of guardians of disabled children and shall not refuse to accept them. The classification and degree of disability of disabled children should be confirmed or evaluated by qualified professional institutions designated by the education, health and disabled people's work departments at or above the county level.

Four. Related requirements

1. District education bureaus, municipal student registration management centers and enrollment schools should strengthen their leadership over the enrollment of primary schools in accordance with relevant laws and regulations, documents and the spirit of this opinion, carefully formulate enrollment work plans, and carefully organize their implementation. It is necessary to strictly implement the enrollment policy and discipline, establish and improve the social public supervision mechanism, and children who meet the admission requirements shall not shirk or refuse under various excuses. In addition to the agency and service charges approved by the municipal price department, it is not allowed to increase the charging items and raise the charging standards without authorization. For children with financial difficulties, children of martyrs, children of PLA border guards and disabled children, fees should be appropriately reduced or exempted.

4.
