It is reported that starting from 20 1 1, Tsinghua University began to implement the "self-improvement plan" and took the lead in proposing targeted enrollment for poor rural areas in domestic universities. At present, it has been extended to all key poverty alleviation and development counties in the country and 832 counties in 22 regiments of Xinjiang Production and Construction Corps in southern Xinjiang.
