1. To study and put forward policies, systems, plans and annual training plans for cadre education and training, draft relevant documents for cadre education and training, and guide and coordinate the cadre education and training in the whole province;

2 responsible for the education and training of leading cadres and some young and middle-aged cadres in the management of the provincial party Committee, and cooperate with relevant departments to inspect and assess young and middle-aged cadres;

3. Cooperate with the Party School of the Provincial Party Committee and relevant departments of the province to hold training courses for leading cadres at or above the county level and secretaries of township (town) party committees, special seminars for leading cadres of the party and government at or above the county level, and training courses for heads of the organization departments of municipal and county (city) committees, provincial organs and personnel departments of enterprises and institutions;

4. Responsible for the selection and delivery of the trainees of the training courses for leading cadres organized by the Central Organization Department, the Central Party School and the National School of Administration, and jointly with relevant provincial departments, select trainees to participate in the training courses for leading cadres organized by relevant state ministries and commissions;

5 to guide the construction of cadre education and training bases, the construction of teaching staff and the compilation of teaching materials in the province, organize theoretical research on cadre education and training and related international exchanges, and organize the evaluation of teaching quality of cadre education and training bases;

6 to undertake the daily management functions of the office of the leading group for education and training of provincial cadres.

Brief introduction of cadre supervision office

1. Responsible for the comprehensive, coordination and macro guidance of the supervision of cadres in the organization departments of the whole province, and supervise the selection and appointment of cadres and leading cadres managed by the provincial party committee and the organization department of the provincial party committee;

2. To study and put forward systems, regulations and suggestions to prevent unhealthy practices in employing people;

3. Responsible for supervising and inspecting the implementation of the Code of Conduct for Organization and Personnel Cadres and the organization and personnel discipline;

4 responsible for supervising or directly handling cases that violate the regulations on the selection and appointment of cadres and organizational personnel discipline, investigating and reflecting the relevant problems of leading cadres, and putting forward handling opinions;

5 responsible for the relevant departments (units) of the province leading cadres informed about the situation;

6. To be responsible for listening to historical issues such as the party membership, party age and time to participate in revolutionary work of provincial cadres and some veteran comrades, studying and implementing relevant policies, and providing macro guidance; Responsible for letters, visits and reports.

Brief introduction of talent department

1. Responsible for guiding, coordinating and inspecting the talent work in the whole province;

2. To study and put forward policies, regulations and opinions on talent work; Organize and coordinate relevant departments to strengthen the construction of scientific and technological talents and organize experts to serve economic construction;

3 responsible for the organization and implementation of the "333 New Century Science and Technology Leading Talents Training Project", unified management of the first-and second-level training objects, and undertaking the evaluation of the recommended candidates and funded projects of the "333 Project";

4. Responsible for the political theory education of high-level talents and the professional knowledge training of the "333 Project" training objects;

5 responsible for the selection and management of science and technology leaders in deputy counties (cities, districts);

6 responsible for the contact and service of academicians of the two academies in the province;

7. To undertake the work of organizing senior experts to treat (retire) and support;

8. To undertake the daily management functions of the Office of the Leading Group for Talent Work of the Provincial Party Committee. 1. Responsible for researching and guiding the construction of party organizations in institutions, enterprises, scientific research institutes, streets and communities, contacting the construction of party organizations in colleges and universities, understanding and studying the situation and problems of the party's grass-roots organizations focusing on state-owned enterprises, new economic organizations and new social organizations, and putting forward opinions on the establishment principles, subordinate relations, activities and working methods of party organizations;

2. To be responsible for guiding the general election of Party committees and democratic life meetings of large state-owned enterprises directly under the Ministry of Education and scientific research institutes directly under the Ministry of Education;

3. To be responsible for studying and guiding Party building, socialist spiritual civilization construction, ideological and political work, industry, youth, women and United front work in large state-owned enterprises and scientific research institutes below the provincial level. 1. Responsible for researching and guiding the team building in party member, guiding the management in party member and the development in party member;

2. Responsible for planning, guiding and coordinating the education work in party member;

3. In conjunction with relevant departments, do a good job in subsidies for living difficulties in old party member and practical technical training in rural party member before the founding of the People's Republic of China;

4. Be responsible for transferring some organizational relations in party member.
