Li Junming, male, born in June, 1969, Ph.D. in Education of Beijing Normal University, Director of Language Application and Information Management Department of Heilongjiang Provincial Education Department, Secretary General of Heilongjiang Alumni Association of Beijing Normal University, and Vice President of Confucius Institute in Harbin. He has participated in the drafting of the Tenth Five-Year Plan for Education in Heilongjiang Province, the Implementation Opinions on the Outline of Education Reform and Development in Heilongjiang Province, the Action Plan for Revitalizing the Old Industrial Base by Education in Heilongjiang Province, and the Plan for Building a Strong Higher Education Province in Heilongjiang Province.
