The middle school teacher development center should be a department of the teaching and research center of the Education Bureau of the institutions affiliated to the Education Bureau. In the ongoing institutional reform, the establishment of the Education Bureau is very small, and only a few major functional departments are civil servants. The newly established teaching and research center undertakes the functions of education and teaching services and guidance institutions, and the middle school teacher development center should be a department of the teaching and research center to serve the development of teachers.
