Cost engineer refers to a professional who has obtained the professional qualification certificate of cost engineer in People's Republic of China (PRC) (hereinafter referred to as "People's Republic of China (PRC)") through the independent proposition examination in each province and is engaged in the construction project cost work after registration. The state implements a system of access to professional qualifications for cost engineers listed in the national vocational qualification catalogue.
All units engaged in construction, design, construction, cost consultation and other engineering construction activities must be equipped with cost engineers in the post of construction project cost. Cost engineers are divided into first-class cost engineers and second-class cost engineers.
The second-level cost engineer is a new professional qualification examination after the cancellation of the former national cost engineer. According to the requirements of the Notice of the General Office of the Ministry of Housing and Urban-Rural Development on Implementing the Decision on Cancellation of Vocational Qualification in the State Council, the professional committees of the cost management associations and China Price Association of all provinces, autonomous regions and municipalities directly under the Central Government should stop carrying out the evaluation, identification and certification related to the qualification of cost engineers, and should not carry out training activities in the name of the qualification of cost engineers.
Article 5 The scope of practice of the second-level registered cost engineer shall assist the first-level registered cost engineer to carry out relevant work. The specific work that can be independently carried out is as follows:
(a) construction engineering quantity analysis, planning, organization cost management, construction drawing budget, design budget.
(two) the construction bill of quantities, tender control price, tender offer.
(three) the preparation of construction project contract price, settlement and final accounts.
