(2) Enrollment demand plan. The Education Department of Xizang Autonomous Region is responsible for making suggestions on the enrollment demand plan of non-Tibetan students, which will be audited by the Xizang Autonomous Region Municipal People's Government and reported to the Ministry of Education. The Ministry of Education will distribute the proposed plan to relevant higher education institutions.
(3) enrollment source plan. The enrollment source plan for non-Tibetan students shall be compiled by the relevant institutions of higher learning and submitted to the Ministry of Education, which shall be responsible for reviewing and issuing it to the enrollment offices of relevant provinces, autonomous regions and municipalities directly under the Central Government. All regions, departments and colleges and universities are requested to comply with them. (1) Admission. When colleges and universities recruit non-Tibetan students to work in Tibet, they should adhere to the principle of comprehensive evaluation of morality, intelligence and physique and merit-based admission, and accept students from high scores to low scores according to their wishes. The minimum admission score line shall not be lower than the graduation score line of relevant universities in the corresponding batch of undergraduate courses in relevant provinces, autonomous regions and municipalities directly under the Central Government by 40 points.
(2) When the candidates fill in the volunteers of the directional employment enrollment plan for non-Tibetan students in colleges and universities, they should not only fill in the relevant forms (cards) according to the requirements of the provincial admissions office, but also write a written application and sign it by the parents or guardians of the candidates (the candidates themselves, parents or guardians of the candidates must sign their own names). The provincial admissions office should scan the written application of candidates into the electronic files of candidates for reference when enrolling students in colleges and universities.
(3) Signing a directional employment agreement. Candidates who are admitted to Tibet for employment as non-Tibetan students must sign an Employment Agreement with the Personnel Department of Xizang Autonomous Region (Orientation Teacher Training Program, Xizang Autonomous Region Education Department) and the Admissions School respectively. Candidates who have been admitted to the school can go through the registration formalities only after signing the Agreement on Oriented Employment in Tibet. Those who refuse to sign the Agreement on Oriented Employment in Tibet will not go through the registration formalities for new students, and their admission qualifications will be cancelled, and the relevant responsibilities will be borne by the students themselves. (1) After graduation, all students will go to work in Tibet in accordance with the provisions of the document [200 1] 19 of the Central Office, "In principle, the working time in Tibet after graduation shall not be less than 15 years". (2) Graduates' employment registration certificate, graduation certificate, personnel files and organizational relations are sent by the training school to the Education Department of Xizang Autonomous Region or the Personnel Department (normal majors are sent to the Education Department of Xizang Autonomous Region, and other majors are sent to the Personnel Department of Xizang Autonomous Region).
(3) The Education Department and the Personnel Department of Xizang Autonomous Region are responsible for arranging graduates' employment. Non-Tibetan students should strictly implement the Interim Measures of the Ministry of Education on the implementation of the responsibility system and accountability for enrollment in colleges and universities.
(a) it is strictly prohibited to break through the score reduction range to enroll candidates.
(2) Admissions offices of universities and colleges in all provinces, autonomous regions and municipalities directly under the Central Government must strictly implement the employment enrollment plan for non-Tibetan students in Tibet issued by the state. If it is really necessary to adjust the plan because of the shortage of students, the competent department of colleges and universities shall report to the Ministry of Education for approval according to the procedures.
(3) The admission list of candidates who are employed by non-Tibetan students in Tibet shall be publicized by the admissions office of the provincial university where the students are located and subject to social supervision.
(4) Students can obtain academic certificates and degree certificates only when they report to their work units in Tibet after graduation. Graduates who fail to fulfill the targeted employment agreement in Tibet without justifiable reasons will be recorded in their personal files, and the subsidy funds given by the state finance and the training fees paid by the school will be returned to the training school. The training school shall recover the state financial subsidies for the graduates who violate the contract and the training fees paid by the school according to the regulations.
