Article 1 In order to improve the quality of primary and secondary school teachers, strengthen the construction of primary and secondary school teachers, and promote the reform and development of education, these Provisions are formulated in accordance with the provisions of the Education Law of the People's Republic of China, the Teachers Law of People's Republic of China (PRC) and the relevant laws and regulations of the state, combined with the actual situation of this province. Article 2 These Provisions are applicable to in-service primary and secondary school teachers who have obtained teacher qualifications (including in-service teachers in kindergartens, special education institutions, adult primary education institutions and vocational middle schools, the same below) Article 3 Continuing education for primary and secondary school teachers refers to training or further study for primary and secondary school teachers who have obtained teacher qualifications, so as to improve their political ideology, professional ethics, professional quality and educational and scientific research ability. Article 4 Teachers who have obtained the qualifications of primary and secondary school teachers have the right to participate in continuing education. Primary and secondary school teachers have the obligation to participate in continuing education and improve their ideological and political awareness and professional level of education and teaching. Article 5 The continuing education of primary and secondary school teachers shall make overall arrangements, adhere to the principles of classified guidance, adapting measures to local conditions, teaching according to needs, combining learning with application, and paying attention to quality and efficiency, and give priority to amateur, self-study and short-term off-job training, supplemented by other forms. Sixth primary and secondary school teachers' continuing education refers to the improvement of academic level; Teacher training in primary and secondary schools refers to learning beyond academic education. Mainly divided into the following categories:

Training new teachers;

(2) On-the-job training of teachers;

(3) Training of key teachers;

(4) Higher education or secondary education. Seventh primary and secondary school teachers' continuing education in principle is a cycle of five years, and the cumulative time of teacher on-the-job training and backbone teacher training in each cycle is not less than 240 hours. In the same period, teachers who participate in higher education or second education may be exempted from participating in job training in the same period.

During the probation period, new teachers must participate in the training focusing on the cultivation of teachers' morality and teaching ability, and the time is not less than 120 hours. Eighth provincial education administrative departments in charge of the province's primary and secondary school teachers' continuing education work, responsible for the development of the province's primary and secondary school teachers' continuing education planning and implementation details, as well as the teaching plan, assessment and evaluation methods for primary and secondary school teachers' continuing education; Examining and approving the qualifications of schools and training institutions for continuing education of primary and secondary school teachers; Establish and improve the training network of primary and secondary school teachers at all levels; Inspect and supervise the continuing education of primary and secondary school teachers in the province. Article 9 The education administrative department of the municipal and county (district) people's government shall, under the guidance of the provincial education administrative department, formulate the continuing education plan and supporting policies for primary and secondary school teachers in this region; Responsible for the construction of teacher training base at the corresponding level; Coordinate the relevant departments to implement the funding arrangements for teachers' continuing education; Organize the implementation of teachers' continuing education plan. Tenth primary and secondary school teachers' continuing education is mainly undertaken by all levels of education colleges and teachers' further education schools.

Normal universities should also undertake the task of continuing education for some primary and secondary school teachers. Eleventh people's governments at all levels should ensure the investment of continuing education funds for primary and secondary school teachers, and take the form of government financial allocation as the main and multi-channel financing as the supplement. The specific sources of funds include: the proportion of not less than 2% of the total salary of primary and secondary school teachers and not less than 5% of the education fee; Draw a certain proportion from the education funds raised by the local government and the school work-study income.

In schools run by enterprises, institutions, social organizations and individuals, the expenses for teachers' continuing education shall be borne by the school organizers.

The funds for continuing education of primary and secondary school teachers shall be earmarked, managed and accounted for in a unified way, and shall not be used for other purposes. Twelfth primary and secondary school teachers approved by the administrative department of education and schools to participate in continuing education, their seniority salary and policy benefits remain unchanged during the training period. Thirteenth according to the provisions to participate in the continuing education of teachers, is one of the necessary conditions for job evaluation and promotion of primary and secondary school teachers. Primary and secondary school teachers who refuse to participate in continuing education or interrupt training and further study without authorization shall not participate in professional title evaluation and promotion. Fourteenth primary and secondary school teachers' continuing education examination subjects, standards and examination syllabus shall be examined and approved by the provincial education administrative department.

Primary and secondary school teachers to participate in higher education and second academic education, the curriculum and teaching plan, according to the relevant provisions of the state. Sixteenth training institutions that hold teachers' continuing education are ordered by the education administrative department to improve or cancel their qualifications for running schools because of incorrect school ideas, poor teaching quality, or failure to go through the examination and approval procedures according to regulations. Seventeenth primary and secondary school teachers' continuing education to implement the certificate system. Its certificate is uniformly printed by the provincial education administrative department and is applicable throughout the province. Measures for the examination and registration of continuing education for primary and secondary school teachers shall be formulated by the provincial education administrative department. Eighteenth primary and secondary school teachers who do not have qualified academic qualifications should participate in the corresponding level of academic education in accordance with the relevant provisions of the state. You can be exempted from on-the-job training during your academic education. Nineteenth technical schools and secondary specialized schools teachers' continuing education shall be implemented with reference to these regulations.
