The relevant government departments shall, in accordance with their respective responsibilities, do a good job in the prevention and control of their own industries and systems. Health departments should strengthen the coordination of prevention and control, supervise law enforcement, and supervise and inspect disease prevention and control institutions to carry out epidemic monitoring, judgment, reporting and prevention and control. The education department is responsible for the industry management of the prevention and control work of schools, preschool education institutions and education and training institutions at all levels in the city, and deploys and implements various prevention and control measures. Commerce, drug administration and other departments are responsible for the supply of health and epidemic prevention supplies and daily necessities related to epidemic prevention and control, and maintain market stability. Legal basis: People's Republic of China (PRC) Law on the Prevention and Control of Infectious Diseases.

(1) Conduct epidemiological investigation on the epidemic situation of infectious diseases, put forward suggestions on delineating epidemic spots and epidemic areas according to the investigation, carry out sanitary treatment on polluted places, conduct medical observation on close contacts at designated places and take other necessary preventive measures, and propose epidemic control plans to the administrative department of health; (2) When an infectious disease breaks out and spreads, carry out sanitary treatment on the epidemic spot and epidemic area, put forward an epidemic control plan to the administrative department of health, and take measures according to the requirements of the administrative department of health; (three) to guide the disease prevention and control institutions at lower levels to implement the prevention and control measures of infectious diseases, and to organize and guide the relevant units to deal with the epidemic situation of infectious diseases.

Article 42 In the event of an outbreak or epidemic of infectious diseases, the local people's governments at or above the county level shall immediately organize forces to carry out prevention and control in accordance with the prevention and control plan and cut off the transmission route of infectious diseases. When necessary, the following emergency measures can be taken and announced after being approved by the people's government at the next higher level: (1) restricting or stopping performances in markets, theaters or other places where people gather; (2) suspension of work, business or classes; (three) closed or sealed public drinking water sources, food and related items contaminated by infectious disease pathogens; (4) controlling or culling wild animals, domestic animals and poultry infected with the epidemic; (five) closed places that may cause the spread of infectious diseases. When the people's government at a higher level receives the report of the people's government at a lower level on taking the emergency measures listed in the preceding paragraph, it shall make a decision immediately. The lifting of emergency measures shall be decided and announced by the original decision-making organ.
