Article 17 For major projects, the Social Science Department of the Ministry of Education will review and organize the appraisal of the appraisal situation and the materials submitted by the project applicant, and issue appraisal certificates or project certificates to those who pass the appraisal and confirm that the project can be completed, and allocate the remaining project funds. According to the opinions of the expert group, the research group revised the final results and delivered them for publication.
1. The identification and closing materials to be submitted for major projects are the same as those in Article 6 of these Measures.
2. The following materials shall be submitted for major projects that meet the conditions of exemption from appraisal:
(1) Project 1 Original report and its electronic version (Word format), with relevant supporting materials for binding;
(2) 3 sets of original project results;
(3) 1 Copy of bid evaluation and plan contract of this project.
3 major projects announced in accordance with the following provisions:
(1) The final results of major research projects are bound, edited and published by the Social Science Department of the Ministry of Education in consultation with relevant publishing houses;
(2) The final results of major projects in the base shall be contacted by the research group with the publishing house, published in accordance with the publishing standards and unified logo stipulated by the Social Science Department of the Ministry of Education, and three sets of sample books of the results shall be sent to the Social Science Department of the Ministry of Education after the official publication.
Eighteenth for general projects, the Department of Social Sciences of the Ministry of Education will review and spot check the materials submitted by the units applying for the completion of the project, issue the completion certificate to those who can complete the project, and allocate the remaining project funds.
1. For general projects that have passed the review, submit the following closing materials:
(1) Project 1 Original closing report and its electronic version (in Word format);
(2) 1 original appraisal opinion (for summary) and its electronic version (in Word format), with an appraisal opinion form (for personal use) for binding;
(3) Three sets of original project results (unpublished manuscripts need to be bound and printed, and three sets of sample books should be submitted after formal publication).
2. The following materials shall be submitted for general projects that meet the conditions of exemption from review:
(1) Project 1 Original report and its electronic version (Word format), with relevant supporting materials for binding;
(2) 3 sets of original project results;
(3) Project application review 1 copy (copy).
3. The outstanding achievements of general projects are determined by the application of the project leader, the evaluation and recommendation of the school and the applicant, and the evaluation of the Ministry of Education. When completing the final report, the project leader shall apply for the "excellent" grade, indicate the reasons for the application, and attach relevant certification materials; Relying on the school and the applicant to review and recommend according to the application materials and expert opinions, and submit them together with the application materials. The Social Science Department of the Ministry of Education conducts reviews and spot checks, and commends and rewards those who are recognized as outstanding achievements.
Article 19 For the later funded projects, the Social Science Department of the Ministry of Education will review the closing materials submitted by the applicant for the closing project, negotiate with the relevant publishing houses to uniformly bind, edit and publish the closing results, issue the closing certificate after the formal publication, and allocate the remaining project funds.
The following materials shall be submitted for later funded projects:
(1) Project 1 Original closing report and its electronic version (in Word format);
(2) 3 sets of original project results;
(3) Project application review 1 copy (copy).
Twentieth all the appraisal and conclusion in the "China University Humanities and Social Sciences Network" and other media. The project results are transferred to the project results database for centralized preservation and display, and the authors are encouraged to upload the electronic version of the project results to the electronic database of "China University Humanities and Social Sciences Network" for public publication. The results and summary of the results will be selected and reported to the relevant departments, and will also be publicized to the relevant media or published in the form of anthology. Local education administrative departments and projects rely on schools to actively promote the results of the project through newspapers, websites, radio and television and other media.
Article 21 In any of the following circumstances, the article shall be removed:
1. The research group does not have the conditions and possibility to complete the research task as originally planned;
2 without approval, change the name and basic content of the person in charge of the project or the project;
3. The agreed tasks have not been completed as scheduled in the research cycle, and two applications for extension have not been completed;
4. Two applications for settlement of achievement appraisal failed;
5. The project results have serious political problems or serious academic misconduct;
6 in the process of project review and settlement, in violation of the provisions of fraud.
In line with the above situation, the project leader and the supporting school can take the initiative to apply for withdrawal. Where the project is cancelled, the Social Science Department of the Ministry of Education will conduct informed criticism and instruct the school to recover the allocated funds; The person in charge of the project shall not declare the social science project of the Ministry of Education within 3 years.
