201810/9, official website, Shanxi Datong municipal government issued a notice of the general office of the municipal government 10 12 on the establishment of a leading group for the preparation of Taihang University. Among the members of the leading group for the preparatory work of Taihang University, Guo Lei, deputy mayor of Datong City, served as the leader, Cao Hui, deputy secretary general of the municipal government, Fan Zhenkai, director of the Municipal Education Bureau, and Kou Fuming, vice president of Datong University, served as the deputy leader. Conditions of establishment

The Higher Education Law stipulates that the establishment of institutions of higher learning should meet the basic conditions stipulated in the Education Law. Universities or independent colleges should also have strong teaching and research strength, high teaching and research level and corresponding scale, and be able to implement undergraduate and above education. On February 26th, 201919, the office of Datong Municipal People's Government responded: "The procedure of establishing an undergraduate university is very complicated and the requirements for running a school are relatively high. At present, the conditions for the formal construction of Taihang University are still immature and are in the stage of investigation and demonstration. " [5]
