Community neighborhood committees, referred to as neighborhood committees, are residents' organizations within the jurisdiction of urban streets and administrative towns in Chinese mainland. According to the provisions of the Organic Law of Residents' Committees, community residents' committees are grass-roots mass self-governing organizations for residents' self-management, self-education and self-service.

Article 3 Community committees refer to community party committees or general party branches, party branches, community residents' committees and community affairs supervision committees. Community party committees or general party branches and party branches refer to grass-roots organizations in China established in the community according to the provisions of the Articles of Association of China.
