Thirty-second students who have completed their studies, passed their academic performance, met the physical education standards and met the graduation requirements are allowed to graduate. Schools should prepare a roster of graduates (in duplicate, one for the education department and one for the township school), report to the Education Department of the Education Bureau for examination and approval, and issue a diploma (see Annex II for the number of graduation certificate), which is stamped with the special seal for the management of the Education Department of the Education Bureau. Students who do not take the senior high school entrance examination will not be issued with graduation certificates.

Thirty-third primary schools and junior high schools are not allowed to recruit repeat students.
