Regulations of Fujian Province on Education Supervision
Chapter I General Provisions Article 1 In order to promote the modernization of educational governance system and governance capacity, and promote the development of educational science, these Regulations are formulated in accordance with the State Council's "Regulations on Educational Supervision" and other relevant laws and regulations, combined with the actual situation of this province. Article 2 These Regulations shall apply to the implementation of educational supervision for all kinds of education at all levels within the administrative region of this province.

Education supervision includes the following contents:

(a) the local people's governments at or above the county level shall supervise the relevant departments of the people's governments at the corresponding levels and the people's governments at lower levels to perform their educational duties according to law;

(two) the local people's governments at or above the county level shall supervise the education and teaching work of schools at all levels and other educational institutions (hereinafter referred to as schools) under their jurisdiction;

(3) The local people's governments at or above the county level shall evaluate and monitor the development and quality of education. Article 3 The implementation of educational supervision shall abide by educational laws and regulations and national educational policies, follow educational laws, focus on improving the quality of education and teaching, seek truth from facts, be objective and fair, and effectively play the overall function and guarantee role of educational supervision. Article 4 Under the leadership of the people's government at the corresponding level, the Education Steering Committee of the local people's government at or above the county level shall independently exercise the function of education supervision according to law, and be responsible for the overall planning, coordination and guidance of education supervision within its administrative area.

The offices of the Education Steering Committee of the local people's governments at or above the county level shall undertake the daily work of the Education Steering Committee and be responsible for the specific implementation of education supervision.

Education supervision committees of local people's governments at or above the county level and their offices are collectively referred to as education supervision institutions. Fifth education supervision institutions shall, according to the work arrangements of the higher education supervision institutions and the people's governments at the same level, formulate the annual education supervision work plan according to the actual situation. Article 6 Local people's governments at or above the county level shall strengthen their leadership over education supervision, include education supervision funds in the fiscal budget at the corresponding level, and ensure the working conditions of education supervision institutions according to the education scale and the needs of education supervision in their respective administrative areas. Seventh to encourage the development of educational supervision research, support educational supervision institutions to strengthen international and domestic exchanges and cooperation, improve the level of educational supervision. Eighth encourage and support students and their parents, social organizations and the public to participate in educational supervision activities in an orderly manner according to law. Chapter II Administration of Inspectors Article 9 Inspectors are personnel appointed by educational supervision institutions to carry out educational supervision, including full-time inspectors and part-time inspectors.

Full-time inspectors are appointed by local people's governments at or above the county level. Local people's governments at or above the county level shall, according to the nature and needs of educational supervision, equip full-time inspectors.

Part-time inspectors shall be appointed by educational supervision institutions for a term of three years and serve for no more than three consecutive terms. Part-time inspectors have the same authority as full-time inspectors during their term of office.

Inspectors who already have professional and technical positions may be evaluated and hired in accordance with the Measures for the Administration of Professional and Technical Positions. Tenth inspectors should have the required political quality, policy level, moral quality, education, teaching experience, professional ability and physical condition.

Provincial education supervision institutions shall be responsible for formulating the management measures and assessment standards for inspectors in this province, and make them known to the public through government websites and other means. Article 11 Inspectors shall abide by the relevant provisions of educational supervision, show their inspectors' certificates uniformly produced by provincial educational supervision institutions, truthfully reflect the situation, do not conceal fictional facts, do not use their powers for personal gain, and accept the supervision of teachers, students, parents and society. Twelfth inspectors in any of the following circumstances, shall apply to the education supervision institutions for withdrawal:

(1) Having a close relative relationship with the principal responsible person of the supervised unit;

(2) The spouse, parents or children are employed or studying in the supervised unit;

(3) Being a staff member of the supervised unit or having been away from the supervised unit for less than three years;

(four) other circumstances that may affect the objective and fair implementation of educational supervision.

The supervised unit shall apply to the educational supervision institution for withdrawal if it finds that the inspector has the circumstances specified in the preceding paragraph. The educational supervision institution shall decide to withdraw if it finds that the inspector has the circumstances specified in the preceding paragraph. Article 13 Educational supervision institutions shall, according to the composition and characteristics of inspectors, take special lectures, work seminars and other forms to regularly train inspectors, support inspectors to carry out scientific research and exchanges in educational supervision, and improve their policy level and professional ability. Fourteenth education supervision institutions to implement the annual assessment of inspectors to perform their duties. Those who fail to pass the examination shall be dismissed by the people's government at the corresponding level or the educational supervision institution. Fifteenth establish and improve the incentive mechanism for inspectors, and reward inspectors with outstanding work performance. Chapter III Implementation of Educational Supervision Article 16 Educational supervision institutions shall implement educational supervision over basic education, vocational education, higher education and lifelong education of relevant departments of the people's government at the same level and people's governments at lower levels, including the following matters:

The layout and coordinated development of education at all levels;

(2) the popularization level and balanced development of compulsory education;

(three) the investment, management and use of education, and the guarantee and improvement of school conditions;

(four) the construction and implementation of the management system such as the allocation, treatment, qualification, position and appointment of principals and teachers;

(five) other matters stipulated by laws, regulations, rules and national education policies.
