Under the leadership of the provincial government, the school implements three-level network education of provincial, prefectural and county TV universities, forming a modern distance education teaching system with overall planning, graded running, graded management and division of responsibilities. At present, Haidong, Haixi, Hainan, Haibei, Yushu, Guoluo, Huangnan, Railway Sub-bureau, Petroleum Bureau and directly affiliated sub-bureaus have 10 national (city) radio and television universities and 35 county-level radio and television universities. There are 260 full-time teachers and 93 part-time teachers (external) in the RTVU system of the whole province. Among them, there are 5 professors, 53 associate professors, 44 lecturers/kloc-0, 62 teaching assistants, 84 educational technicians and 30 teaching administrators/kloc-0. At present, the number of students in the school is 1 10,000, and by 2003, nearly 30,000 graduates of all kinds have been trained.

The school now offers five undergraduate majors in accounting, English, Chinese language and literature, law and business administration, and since 200 1, it has offered more than 30 majors in finance, computer application, elementary education, law, accounting, Tibetan language and literature, nursing, clinical medicine, roads and bridges, communication engineering, business administration, secretarial and office automation, music, advertising and fine arts. Continuing education includes computerized accounting, computer application technology, online education technology training and insurance agent qualification examination.

The school has 1 network management room, 4 multimedia classrooms, 1 language laboratory, 1 audio-visual reading room. The computer campus network has been built and connected with the main node of China Education and Scientific Research Computer Network (CERNET) in Qinghai, which has realized online teaching management, educational administration and part of online teaching. The BBS station and online platform of Qinghai Radio and TV University have been built, and the information exchange, teaching discussion and answering questions with most branches and workstations have been realized. The technical transformation of satellite digital ground receiving system in our school has been completed, and the video two-way conference system between our school and Central Radio and TV University has been networked. Up to now, there are 744 sets of instruments and equipment above 800 yuan, with a total value of 4.97 million yuan.

Practice has proved that RTVU has formed its own advantages and played a unique role in the educational reform and development, and it is an important part of the development of higher education in Qinghai Province. According to the requirements of the provincial party committee and the provincial government, Qinghai Radio and TV University should base itself on the provincial conditions, face local, rural, grassroots, remote and ethnic areas, expand the openness of running schools, give full play to the advantages of modern educational means and system networks, adhere to multi-level, multi-standard and multi-form running schools, and strive to build Qinghai Radio and TV University into a teaching guidance and management center, a teaching research center and a learning support service center for modern distance education in Qinghai Province.
