The so-called educational independence means that education is divorced from political parties and churches. Cai Yuanpei systematically expounded the idea of educational independence in the article On Educational Independence published in March 1922. He believes that education means that he advocates dividing the whole country into several university districts, and each district has a university; Universities can offer various majors above the intermediate level. The primary and secondary education in a district and the social education outside the school are the responsibility of the university. University affairs are presided over by the education committee composed of university professors, and religious forces are excluded from education. This also reflects the good wishes of the domestic educational circles for independent education at that time.
