State secrets refer to matters related to national security and interests, which are determined according to legal procedures and only known to a certain range of people in a certain period of time. Keeping state secrets is one of the basic obligations of China citizens.
The secrecy law stipulates that all state organs, armed forces, political parties, social organizations, enterprises and institutions and all citizens have the obligation to keep state secrets. This shows that all citizens, legal persons and other organizations are obligatory subjects, without exception. It is wrong to think that secrecy is only the work of secret departments and cadres.
It is required that the determination of classified items must take "classified" as the basic condition, strict standards and examination and confirmation procedures, and it is forbidden to confirm non-classified items as classified items. If the confidential part of the project can be separated from the non-confidential part, only the confidential part is determined as a confidential project.
If management or technical measures such as security guards and electromagnetic shielding can ensure the security of state secrets, they shall not be determined as classified projects. The principle of "whoever declares is responsible" means that the unit that declares construction is responsible for the security and confidentiality management of classified projects. The principle of "whole process supervision" requires that security management and construction process should be carried out simultaneously, and the measures and means of security supervision should be followed up all the time.
The principle of "ensuring safety" requires the construction, equipment configuration and technical protection of confidential technical equipment to be carried out simultaneously with engineering planning, design, construction and commissioning. Send and receive confidential documents and materials, and perform registration, numbering and signing procedures. The compilation of confidential documents and materials shall not change the classification, duration or scope of knowledge, but shall be marked and managed according to the highest classification and longest duration.
