According to the actual situation of the construction of teachers in the province, combined with the declared teacher training demand plan and the annual training capacity of public-funded directional training institutions, in 2023, the province plans to recruit 2,378 public-funded normal students and masters of education, and the enrollment plans at all training levels are as follows.
(1) There are 200 students majoring in preschool education at the starting point of five-year junior high school, and they are enrolled in counties (cities, districts) that plan to train their needs in a targeted way. After graduation, students will return to villages and towns (excluding towns and streets where the county seat is located, the same below) and rural public kindergartens (including kindergarten classes attached to rural primary schools) to teach.
(2) There are 1, 758 teachers' majors in senior high school, including 207 preschool education, 890 primary education, 253 physical education, musicology 1, fine arts 1 and 54 special education. Enrollment is for the whole province. After graduation, students will teach in rural public schools in the townships where the directional plan originated and below, and special education majors will teach in relevant schools in the counties where the directional plan originated.
(3) There are 420 full-time graduate students with a master's degree in education at the starting point of undergraduate course, and they are enrolled nationwide. After graduation, students will teach in the relevant schools in the county where the directional plan originated.
Second, the relevant work requirements
(1) Improve the political stance and implement the main responsibility. Training institutions in all localities should attach great importance to the work of training primary and secondary school teachers at public expense in eastern Guangdong, western Guangdong and northern Guangdong, closely focus on the goal of cultivating "four haves" good teachers with ideals and beliefs, moral sentiments, solid knowledge and kindness, and improve the working mechanism of collaborative education between schools and localities.
Strengthen the connection between supply and demand of talent training, innovate the talent training mode, strengthen the whole process and chain tracking management, clarify the responsibilities to people, and ensure the smooth completion of enrollment, agreement signing, talent training, fund use, employment guidance, post implementation, graduation dispatch and performance management.

According to the spirit of the "Implementation Measures" and related documents, combined with the actual situation of the annual senior high school entrance examination policy propaganda, all training institutions around the country should focus on grasping the key time nodes in the early stage of volunteering, strengthen the propaganda of the relevant policies for public-funded directional training, and give full play to the positive guiding role of the talent policies at the provincial, municipal and county levels.

Included in the scope of publicly-funded targeted training, the education administrative departments of cities and counties and training institutions should announce the work consultation telephone number or e-mail address to the public, actively respond to the concerns of the public, and let every candidate and parent clearly understand the contents of relevant policies, and understand the rights, responsibilities and missions of publicly-funded targeted training objects.
It is necessary to actively explore the advanced models of public-funded directional training of graduates, establish and train a new generation of model pioneers in teaching and educating people, give full play to the exemplary role of models, and attract more and better outstanding students to apply for public-funded directional training majors.
(3) Improve supporting measures to ensure the implementation of policies. Training colleges and universities around the country should combine the actual situation of local schools, establish and improve the rules and regulations of public-funded directional training, and earnestly strengthen performance management. In particular, the education administrative departments at the city and county levels should take the initiative and take responsibility, actively coordinate the establishment of institutions, organize relevant functional departments such as personnel, finance, development and reform, housing and urban-rural construction, further improve relevant supporting measures, optimize work processes, create a development platform, and strengthen service guarantee, so as to provide strong support and guarantee for the public-funded directional training of graduates to perform their duties and teach with peace of mind.
(4) Systematic analysis and judgment, and accurate preparation of training plan. According to the new requirements of the high-quality development of basic education for the construction of teachers, combined with the actual situation of the reform and development of teacher education, all training colleges and universities around the country should scientifically predict the supplementary demand of teachers in disciplines in short supply in the field of basic education in the next five years, and reasonably prepare the public-funded directional training plan for 2024.
The training demand plans put forward by various localities will serve as an important basis for determining the number of public-funded directional training majors and plans in our province in 2024. The relevant prefecture-level education administrative departments shall, jointly with relevant functional departments, review and summarize the demand plans put forward by counties (cities, districts) under their jurisdiction in accordance with the requirements of the Implementation Measures, and submit the local demand plan declaration form stamped with the official seal to the Provincial Department of Education (Teacher Management Office) before the end of June 2023.
According to the enrollment plan and training scale, all training institutions are invited to study and put forward the upper limit of enrollment plan for each major in 2024. In principle, it shall not be less than the number of public-funded directional training programs in the previous year, and the enrollment intention form stamped with the official seal of the school shall be submitted to the Provincial Department of Education (Teacher Management Office) before the end of June 2023.

In 2024, colleges and universities that have no public-funded orientation training demand plan or fail to undertake public-funded orientation training tasks as required will implement zero declaration according to regulations.
Conditions for normal students to apply at public expense
1, with People's Republic of China (PRC) (PRC) nationality and resident identity card;
2. Good political thinking, good professional ethics and social responsibility, and law-abiding;
3, good health, in line with the professional physical conditions of teachers, after physical examination;
4. Have a bachelor's degree or above, apply for a secondary college major in the corresponding discipline, and have the discipline foundation and discipline quality of the reported major;
5. English proficiency requirements: IELTS score is not less than 6.0, TOEFL score is not less than 80, or there is a corresponding English language proficiency certificate;
