Social assistance in China mainly includes the following three aspects. (1) The basic guarantee provided to the helpless and absolutely poor population is mainly aimed at the "five guarantees" in rural areas, namely, food, clothing, medical care and burial (orphans are the most difficult group in rural areas). (2) The most basic living guarantee provided to families and individuals whose living standards are lower than the national minimum standard refers to providing regular or temporary subsidies to the orphans, the old, the disabled, the young, the poor households and the families whose main rural labor force died due to disability among urban residents. (3) Providing minimum living security for families and individuals who are desperate due to natural disasters is to provide necessary economic help to urban and rural residents who encounter production difficulties due to natural disasters.
