It is rare to hold two educational work conferences in the past year. Last year, at the Teacher's Day Conference, we issued the Implementation Plan of People's Satisfaction Education, focusing on how to build a responsibility culture system in the education of leading cadres. This year's Teacher's Day, the municipal party committee and the municipal government will also hold a summary commendation meeting. So in the process of preparing for this meeting, we have been thinking about what problems to solve and what to tell you at the meeting. I hope this meeting can lay a solid foundation for this year's Teachers' Day conference. Over the past two years, the city's educators have done a lot of hard work and successfully passed the acceptance of the balanced development county of national compulsory education. The ranking of leading cadres of the party and government in the province in performing their educational duties has moved forward significantly, and the quality of education and teaching has improved significantly, especially within the education system, and the whole mental outlook has been significantly boosted. Some time ago, we also did some research, and the deepest experience is the problem of job burnout of many educators, which is a very prominent problem in the education system of the world. Some time ago, at the study meeting of the Central Committee of the Municipal Party Committee, Secretary Huidong told everyone: "Don't forget why you started because you went too far." Each of us, doing everything, has our own initial intention, but after walking for a long time, we forget why we started at the beginning, so there is more confusion and triviality in the process, and less inner clarity and persistence. Everyone here, especially educators, do you remember the original intention of starting teaching? Therefore, today's speech is not a comprehensive summary of education. This paper mainly talks about "not forgetting one's own initiative", starting from the origin of education, looking at education from the perspective of "jumping out of education", finding, analyzing and solving the outstanding problems in education itself, so as to make the education cause in our city go faster and further.

Some time ago, the government-run research group was arranged to conduct research in the front line of education. The feedback from the research group is very touching: most parents and front-line teachers naturally show a strong post dedication, including concerns about the "low tide" of leading education, spontaneous exploration and thinking on how to improve the quality of education and teaching, and positive suggestions on improving the quality of teachers. It can be seen that most educators are persistent and firm in running our first education well. Generally speaking, it is manifested in the following aspects:
(1) Stick to teaching posts. This year, the Education Bureau launched the selection of the most beautiful teachers. In fact, not only the most beautiful teachers selected, but also the word "persistence" can be well reflected in many of our teachers. Among them, there is an insistence on the "three-foot platform". For example, a simple female teacher in the middle school attached to a primary school, in the school management, is nearing retirement, but still sticks to the front line of teaching. Although suffering from severe lumbar spondylosis, she often can't cope with lively and active children, but she still tries her best to stand on the "three-foot platform"; There is also a persistence in loving life as a child. For example, a teacher of Li Xiaoxue, Dahuangshai, not only pays tuition and miscellaneous fees for left-behind children with family difficulties, but also cares for and correctly guides children at all times, so that they can feel the warmth of their families; There is also the insistence on loving school as home. A teacher in Ji Gu Central School regards the school as his home. She is used to walking around the front and back yards of the campus after school, turning off the dripping tap to see if the doors of each class are locked and if there are any children whose parents have not come to pick them up. This bit by bit is the insistence on campus.
(2) Adhere to the quality of teaching. Many rural primary school teachers, under the condition of incomplete hardware, still study textbooks, carefully design classrooms, pay attention to the innovation of teaching methods and the excavation of students' bright spots, and strive to improve the quality of education and teaching. For example, in Liuzhai Primary School in Daiqiao Town, one day an English teacher came to this remote rural primary school. When the teacher teaches English letters in class, he gives the children exercise books to write, stipulating that a letter should be written in two lines, but many children whisper, "Teacher, I want to write two more lines." In addition to classroom teaching, group activities are also effective ways to improve students' learning efficiency. During the investigation in No.2 Middle School, the government office saw that the teachers firmly insisted on leading the team to run exercises between classes, as well as the students' neat queues, strong pace and high momentum during running exercises. Students will naturally have the courage and passion to overcome difficulties when they integrate into this passionate group.
(3) Adhere to the dignity of teachers. Many educators stick to the "three-foot platform" by virtue of their sense of responsibility for education. They are not for money, fame or profit, but to be worthy of their own career. For example, the principal of Jinzhai Central School paid 4,000 yuan from his own pocket to keep an outstanding junior one student who was about to be poached at a high price, and made great efforts to keep the students. The headmaster, who is nearly 500 years old, told the story with emotion. Driven by him, Jinzhai Central School has gradually formed a "big fish leading, small fish following" from school team members to teachers and students. Two, a clear understanding, profound reflection on the lack of trust of all parties involved in education.
At present, the most prominent problem in our education is the lack of trust. In the past two years, we have made great efforts to run a satisfactory education for the people, implemented a three-year promotion plan, and passed the national compulsory education balanced development acceptance with high standards. However, the problems existing in education itself are still outstanding, which is far from our original intention of running education well. During the investigation, some teachers even felt "where is the spring of the first education?" After analysis and reflection, we believe that the core reason is distrust of all parties involved in education.
(A) parents do not trust teachers, resulting in a lack of awe. Through the investigation within the education system, in the society and through other channels, parents' distrust of teachers should be said to be very common. Once upon a time, teachers were a very sacred profession, and they were in awe of teachers in the hearts of students and even parents. However, with the development of economy and society, the traditional teacher-student relationship and home-school relationship have also undergone subtle changes, showing two extremes. The first is the problem that parents "understand education". In the past, most primary school teachers graduated from technical secondary schools, while middle school teachers graduated from junior college or undergraduate courses, representing knowledge and authority in front of parents with only junior high school and primary school education. But now, many parents are "big Ben" and intellectuals. They have knowledge, learning ability and long-term investment in education, which makes them "education experts" and can say a word or two about education. Facing the teacher, these parents will feel. Second, I don't understand the arrogance of educating my parents. These parents, especially the parents of left-behind children, hardly participate in their children's study and life. They always feel indebted to their children and don't allow their children to be blamed even once. Therefore, when some children call their parents and say, "Today, the teacher criticized me and punished me," some parents often call their teachers indiscriminately. Over time, teachers are unwilling to take care of students and dare not take care of them.
(B) Teachers do not trust the school team, resulting in a lack of sense of belonging. A considerable number of schools and teachers lack a sense of belonging. With the extension of working hours, more and more teachers begin to kill their professional will and dilute their professional enthusiasm, and job burnout has gradually become a universal label. This kind of burnout is getting worse and worse in the school's questioning. The first is to question the growth of the platform. For more than a decade, we have rarely made major adjustments to the primary and secondary schools in the city. On the one hand, the promotion channels are limited and the enthusiasm of teachers is not high; On the other hand, the ability of school team to grasp management is limited, so it is often difficult to provide a good teaching environment for teachers and to stimulate teachers' work passion and motivation. For our newly recruited young teachers in recent years, some central schools simply throw them into remote teaching points. No communication, no guidance. Faced with a class and several children, some young teachers are at a loss as to how to form a teaching atmosphere. In the long run, even if you are enthusiastic, you will be exhausted. The second is to question the quality of the school team. Recently, some people's comments reached my ears, saying that some of our principals often get together and participate in all-night poker games, winning or losing tens of thousands or even tens of thousands of dollars overnight. Not to mention what you think about teaching and management, I just want to ask you where you got so much money. If one or two people have a strong family background, do they all do business together? What is the explanation? This matter will not be groundless. It will not be started today, and there will be special rectification. But since I can hear it, everyone here has heard of it. What kind of exemplary role do you play among teachers such as principals and managers? Dedicated principals are always dedicated principals, but there are still many principals who just said vegetarian meals.
(c) The education system does not trust the education authorities, resulting in a lack of sense of responsibility. Mr. Ye Shengtao, a famous educator, said, "I will never? Looking forward to the immigration industry? But I also hope that the spiritual and material environment will allow me to settle down in my career. " This sentence means that we should provide the necessary spiritual and material environment for educators. No one who is engaged in education wants to leave this team easily. Practically speaking, in recent years, the education authorities have done a lot of work in optimizing the material and spiritual environment, but there are still vacancies in performing their duties in many aspects. The first is the physical environment. According to Maslow's "hierarchy of needs", for educators, the needs of respect and self-realization can only be discussed after the material needs are met. Issues involving the immediate interests of teachers: First, the issue of money. Performance pay used to be paid once a year, which did not play an incentive role. The survey also found that schools still have doubts about the use of social security funds. Jieshou education invests a lot of money every year, but we don't know how to use it. We need to listen to the report on this matter specially. Now the investment in education is not a question of increasing, but a question of how to improve the efficiency of the use of existing funds. I just hope to use the money well and create better conditions for everyone. Second, the evaluation and appointment of professional titles. Due to the limitation of promotion places, many excellent teachers have no way to evaluate their professional titles, or they have not been hired after several years of evaluation. Especially in the past two years, excellent rural teachers have been selected and transported to cities. They lack experience before, and there is a lack of communication between preschool education and human society departments. Therefore, after some teachers enter cities and junior high school teachers enter primary schools, their titles still need to be downgraded, and some even start from the lowest level, which seriously affects teachers' enthusiasm for work. Therefore, this time, a document on the management of non-student status was issued, giving the education department greater management autonomy. Third, teacher training. Regarding teacher training, I said on 20 14 that we must ensure that all our teachers are trained in rotation. The training of backbone teachers can be carried out nationwide, and large-scale training can be carried out with the platform of Fuyang Normal University. We also docked some time ago. The Education Bureau has adopted a variety of training methods, but the effect is not obvious. I heard that in the regular training of normal schools, many teachers left after signing up and went through the motions. How can I improve my professional level if I don't even participate in basic professional training? Everyone is an educator. If even teachers don't develop good study habits and scientific learning methods, the students they bring out will not be much better. Different schools have different teachers and different teaching methods, and the effect is completely different. The key depends on the learning ideas and methods he gives students. What did the students learn from the teacher? Teachers should set an example, set an example and give them methods. If teachers treat learning like this, they will not produce any good students. Fourth, the school layout. Although we have passed the acceptance of the balanced development of national compulsory education, it is only a preliminary balance. The state has given us a certain time for rectification and asked us to seriously rectify it. There is still a serious problem of large class size in non-junior grades in urban areas. Teachers want to pay attention to every student, but they are unable to do so. Although the hardware facilities in rural areas have reached the standard, the structural shortage of teachers is still outstanding, and the phenomenon of cross-disciplinary substitute teachers is widespread. The second is the spiritual environment. Li, the former headmaster of Hengshui, summed up an educational function formula: teachers' educational power and teaching effect are equal to teachers' spiritual realm and personality cultivation multiplied by their teaching skills and professional ability. In other words, among many factors that affect the educational effect and teaching quality, the most essential is the spiritual realm and personality cultivation of teachers. However, our efforts to guide the spiritual level of teachers are almost zero. Even for many years, we haven't even organized a physical examination, let alone cared about the spiritual level of teachers. Teachers' subjective initiative depends entirely on their consciousness.
(D) The society does not trust education, resulting in a lack of sense of honor. Social evaluation of education is nothing more than the cultivation of teaching quality and students' quality and ability. The first is the quality of education and teaching. This is the focus of social attention. I think everyone has a steelyard in their heart. In primary schools, especially in some rural schools, the phenomenon of students sleeping and whispering in class can be seen everywhere, and the normal teaching order can not be satisfied. At the same time, the problem of "four chaos" has been repeatedly banned and failed to be cured, which has been criticized by the society. Not all teachers have had a "small dining table", but some teachers have raised their heads in the accusation of society. Everyone has discussed the problem of "four chaos". I was told that my parents have this demand. Which parent dares to say that your teacher is not good in front of the teacher? If you want to teach more students, you can do it voluntarily, and you don't charge a penny. Are you willing to do it? In junior high school, there are not many good schools, and many parents and children begin to worry about choosing junior high school as soon as they reach grade five or six. The biggest criticism of junior high school is private schools. The competent department neglected the management of private schools on the grounds that there was no supervision means. Many classes in private schools are closed and the hardware conditions are not good. Basically, it is "who you want to recruit, who you want to fire, what class you want to open, and when you want to attend classes", which caters to the psychology of some parents who are unilaterally pursuing "scores". Cramming education, after high school, teachers can generally feel it. At the same time, it is difficult for public junior high schools to establish their own brands in the chaos of competition, which leads to the development situation of "the people are strong and the public is weak". How much resources does the government invest in public schools every year? How much does the private school invest? Why is public competition not as good as private competition? We should think seriously from the law of education. In high school, Jieshou No.1 Middle School and Jieshou Middle School are now tense. There is no doubt that the benefits of balanced enrollment in senior high schools to the long-term development of education. Because we haven't competed for many years, the quality of education and teaching has declined, and Taihe has improved the quality of education and teaching through competitions. However, our policy interpretation and publicity are not in place, which leads to inconsistent social recognition between the two schools. All policy formulation and implementation must go through specific procedures, and the policy formulation process is far more important than the policy itself. Several educational work conferences we have held have emphasized that the opinions of grass-roots teachers and schools must be widely solicited, and a consensus must be reached to form a joint force. If a policy is not fully recognized by everyone, it means that the policy has not been formulated. Therefore, in order to balance the two schools, it is necessary to further refine the work and promote it in a way that is accepted and recognized by everyone. The second is the cultivation of students' ability and quality. Starting from 20 14, the educational pattern of "trinity" of school, family and society is discussed. Families and society often blame schools and teachers for children's poor teaching, and even some teachers lament: "Teachers have to preach and teach, who will solve teachers' doubts?" "In being questioned, reprimanded or even denounced, teachers' sense of professional honor has been exhausted.
Third, reform the system to speed up the reshaping of the position of professional honor in the education system.
Some time ago, several surveys showed that the education system reflected the problems within the system, just like a deadlock, which I couldn't understand at all. All I see is complaints and confusion, but all kinds of phenomena with low education level, no problems, no direction and no hope. If we don't look at education outside of education, we will deepen our sense of job burnout in this strange circle. Where does the vitality of education come from? From teachers' creative teaching activities. As the government and education authorities, what we have to do is to start from education itself, do our best to create a good environment, let schools return to schools, and do things according to educational science; Let teachers return to teachers, educate people according to educational laws, and let teachers regain their professional ideals and dignity.
(1) Optimize the school layout and build a platform for teachers' growth. From the survey, it is imperative to adjust the school layout, and all schools have made in-depth thinking based on long-term development. The education authorities should take optimizing the layout of urban and rural schools as a special topic, arrange special personnel, carefully study and come up with a set of layout adjustment plans. They must abandon the practice of withdrawing one school today and merging one tomorrow, and advance steadily and orderly. First, we must conduct first-line research. I have been emphasizing the front-line work method with you. What is the front line? As far as education is concerned, there are both municipal schools, township central schools, small villages and teaching points in the front line. It is really necessary to go further and fully demonstrate the core issue of "which schools can be conducive to work after adjustment". At the same time, we should listen to the opinions and suggestions from all walks of life, especially parents, base ourselves on the present and focus on the long term, and accelerate the balanced development of urban and rural education. Second, we must make overall plans. There is no way to merge teaching points in mountainous areas. The child has to climb several hills to go to school, but he can't. How far can we go to school here? Some teaching points have more teachers than students, which should be considered as a whole. School layout adjustment planning should give consideration to practicality and foresight, accurately grasp the population development trend, systematically think about it in combination with education development planning, overall urban planning, overall land use planning, township planning, characteristic market town planning and beautiful countryside construction planning, scientifically calculate the demand for quality education resources, and pay attention to leaving room to meet the needs of education and teaching development. Especially the merger of rural schools, more than 70 construction sites in beautiful countryside will be given priority in the future. Third, we must stimulate vitality. In urban areas, it is necessary to expand the increment and optimize the layout through the combination of new construction, renovation and expansion, and solve the problems of insufficient educational facilities and degree shortage. In rural areas, it is necessary to merge teaching points with fewer students and serious aging teachers in qualified towns and villages, build central schools with boarding conditions and perfect functions as needed, gather existing teachers and high-quality education and teaching resources, form a fist effect, build regional brands, gradually enhance the attractiveness of rural schools, and then build a better platform for teachers' growth. At the same time, we can learn from foreign good experiences and practices and explore the implementation of university area management. For example, Taihe, since last year, they have built four new central schools in the county, and set 32 central schools in the county into eight school districts. Each school district integrates project research, school management, teaching and research curriculum reform, and forms a healthy competition mechanism.
(B) Reform the incentive mechanism to promote teachers' professional growth. Only dedicated management is pale. To solve teachers' confusion, we should first improve teachers' living conditions so that they can concentrate on teaching, then stimulate teachers' subjective initiative and promote the improvement of education and teaching quality. First, we must speed up the implementation of the management of no student status. In view of the post setting problems generally reflected by teachers, the "Preliminary Opinions on Non-school Registration Management" was released at today's meeting. The purpose is to adjust the staffing and post setting of compulsory education schools in time within the total number of compulsory education schools and the total number of professional titles, promote the flow of teacher staffing and professional titles with teachers, and realize the overall balance of the post structure ratio of urban and rural school teachers in the county. However, this is only a principled opinion. Please further study and implement the education, human society and other departments as soon as possible to fundamentally dispel the worries of teachers. Second, we must pay performance pay flexibly. The joint meeting of education work has been studied, and the next step is to pay performance pay by semester. It is necessary to improve the basic standards and monitoring system of education quality evaluation as soon as possible, give priority to teachers with outstanding quality monitoring results in performance salary payment, evaluation first and annual assessment, and establish a clear orientation through "combination boxing" to stimulate teachers' enthusiasm. Third, we must create a level playing field. Whether between schools or teachers, if there is a sense of unfairness, it will produce emotional depression and resistance, which will affect the enthusiasm of work. The creation of a fair environment should be reflected in all aspects: First, between schools. There is no irreconcilable contradiction between the two high schools. We can't blindly say which members of the school team, including some teachers, don't support this work, nor do we mean that the education authorities "hold one and hold two", that is, don't be emotional. If we want to solve this problem well, we must do it for the public interest, overall situation and long-term consideration in the process of promoting it. Recently, we are studying how to balance this year, and we should reflect fairness on the premise that the general direction remains unchanged. The two schools and education authorities should jump out of contradictions to look at contradictions and solve problems. This matter is not a deadlock, so it must be thoroughly analyzed and analyzed in place. Second, inside the school. The fairness of the school is reflected in employing people, formulating policies, evaluating first and evaluating titles, and also in student management. Only when every teacher can feel fairness can our whole education system be harmonious and our teachers can calm down and concentrate on teaching; Only by treating every student equally can children grow up healthily in an atmosphere of equality, respect and harmony. For naughty children, many times a word of praise can change a lot.
(3) Return to the origin of education and regain the professional identity of teachers. Teachers' professional identity comes from society as well as teachers themselves. Of course, at the same time, the government and education authorities should create a good environment. The first is the social atmosphere. It is necessary to guide the masses to look at education from a correct perspective, widely publicize the changes in school software and hardware, publicize the typical deeds of positive images such as famous teachers, famous principals and the most beautiful teachers, and improve the image of schools and teachers in the eyes of ordinary people; It is necessary to guide parents to invest in education in the right way, and guide parents to participate in their children's growth in the right way through TV, WeChat, teacher talk and arranging small programs. We should guide the society to participate in education in a correct position, start from education itself, abandon impetuousness and quick success, and do our best to create a good environment and suitable conditions for children's growth. The second is the level of government guidance. Lu You said in his experience of teaching his son to write poetry: "If you want to learn poetry, you must work hard outside it." . It means that it is not enough to know the format and skills of poetry writing in order to write a good poem. You must work hard to accumulate experience. Similarly, in order to improve the quality of education and teaching, it is difficult to achieve the expected results by going straight to the theme and hand-to-hand combat. This is why we have made great efforts to train teachers, but the effect is not good; Every year, the college entrance examination is organized and the preparation strategies are carefully formulated, but the results of the college entrance examination are still not satisfactory. Comrade Mao Zedong said that people should have a little spirit. He always believes that the spirit will be transformed into matter, and once it is transformed into matter, its energy is enormous. As a special social unit, the school's function is to educate people. To have great development, we must first create a positive and enterprising atmosphere and mobilize the initiative and internal drive of every teacher. This requires us to give teachers spiritual rewards, such as appreciation, affirmation, honor and career. Give teachers a higher level of respect and meet the needs of teachers' self-realization. The third is the level of teachers themselves. As a teacher, when you step onto the platform, the students can see clearly your appearance, your speech, your temperament, what is your realm, for you, teaching is a career or a career, whether you do it as a responsibility or an interest, and they all have an account in their hearts. If he thinks your teachers are honest and noble and love them from the heart, he will admire you. In the same way, if you say it, he will be willing to listen. If you say it, he will be willing to learn. Only in this way can he have a strong educational power. I talked about the ultimate concern of grassroots cadres in the report of the party school. For grassroots cadres, the ultimate concern is to get a good career that others can't take away through their own efforts. It doesn't matter how high their position or income is. What is our ultimate concern for all the teachers present here? When is the teacher proudest? That is, students who have graduated can come back to visit their teachers; Walking in the street, parents of students who have graduated can take the initiative to come to you and talk about their children's development and learning. This is our sense of honor, which teachers in other professions can't understand.
