According to Liu Changya, at present, the average years of education of the newly-added labor force in China has reached 13.8, which is equivalent to entering the higher education stage, but in 2020, the average years of education of the working-age population will be 10.9.

At present, the average number of years of education of the newly-added labor force has reached per capita 13.8 years, and the education level of the newly-added labor force has entered the stage of higher education, while the education years of the existing labor force are relatively low. On average, the average length of education is 10.8 years.
At the end of the "14th Five-Year Plan", the state strives to increase the average education years of the working-age population to 1 1.3 years, which means that in 2025, the per capita education level in China will reach the education level above the second grade of senior high school.
By the end of the 14 th Five-Year Plan, the gross enrollment rate of higher education will strive to increase to 60%.
