Dust is one of the important causes of air pollution in China at present. Dust pollution includes not only the primary dust caused by various construction links inside the construction site, but also the secondary road dust caused by muck trucks carrying mud on the road and muck falling off the road outside the construction site. The lack of real-time dust monitoring data or direct data corresponding to the facts after receiving the report has brought difficulties to the dust control work of government supervision departments. In order to solve the problem of road dust, Dingzhou City put forward the following suggestions:

1, comprehensively strengthen the investigation and punishment of illegal activities such as slag dropping, unclean body, random dumping, unsealed top cover and muddy wheels. And increase the illegal cost.

2. Strengthen the publicity and education work of the relevant units on the site, and jointly punish the relevant units that have problems such as unclosed wheels and unclean body on the site where the muck truck is located, and investigate their corresponding responsibilities.

3. Build a smart muck transportation system, and realize information monitoring and management means in loading point, vehicle positioning, transportation route, vehicle loading, container sealing, driving speed and unloading point.

4. Use the big data analysis function of the intelligent muck transportation system to analyze the flow direction and direction of muck, and require key roads to be watered frequently; Make a reasonable plan for the waste residue disposal site to prevent random dumping.

5. Establish a supervision platform for the public, display illegal muck trucks, construction sites and disposal sites on the platform, and notify the corresponding punishment. The masses can also upload illegal phenomena (pictures, videos) photographed in daily life to the platform for reporting, and encourage reporters who are realistic.

6. Organize law enforcement officers to conduct daily inspections on construction sites that produce muck in urban areas, and inform relevant specific matters that should be paid attention to in muck transportation in written form.

7. The competent departments of each site should strictly take the construction enclosure, hardening of main roads, provision of cleaning facilities, enclosure spraying, whether to install monitoring networking as required, whether to install license plate recognition and road gate facilities, and whether to have dust prevention schemes and special prevention funds as preconditions for approving the construction permit. If the facilities fail to meet the requirements, they shall not be examined and approved, and construction shall not be carried out.
