Article 2 The education administrative department of the State Council shall award the honorary titles of "National Excellent Teacher" and "National Excellent Educator" to the teachers and educators who have been engaged in education, teaching, scientific research, management and service for a long time and have made remarkable achievements, and issue corresponding medals and certificates; Those who have made contributions will be awarded honorary titles such as "National Model Teacher" and "National Advanced Worker in Education System" by the education administrative department of the State Council in conjunction with the personnel department of the State Council, and corresponding medals and certificates will be awarded. Article 3 The basic requirements of "national excellent teachers" and "national excellent educators" are: loving the socialist motherland, adhering to the party's basic line, being loyal to the people's education, performing their duties in an exemplary manner, having good professional ethics and meeting one of the following conditions:

(a) fully implement the education policy, adhere to the idea of quality education, love students, care about students' all-round growth, teach and educate people, and make remarkable achievements in cultivating talents;

(2) Earnestly completing the task of education and teaching, and making outstanding achievements in teaching reform, textbook construction, laboratory construction and improving the quality of education and teaching;

(three) creative achievements in education and teaching research, scientific research and technology promotion. , with great scientific value or significant economic and social benefits;

(four) outstanding achievements in school management, service and school construction. Article 4 "National Model Teachers", "National Advanced Workers in Education System", "National Excellent Teachers" and "National Excellent Educators" shall be selected once every three years and commended during the Teacher's Day of that year. Article 5 The proportion of "national model teachers", "national advanced workers in the education system", "national excellent teachers" and "national outstanding educators" recommended by the education administrative departments of provinces, autonomous regions and municipalities directly under the Central Government to the education administrative departments of the State Council shall be controlled within two ten thousandths of the total number of teaching and administrative staff in the region, and the proportion of "national model teachers" and "national advanced workers in the education system" shall not exceed six thousandths of the total number of teaching and administrative staff in the region. The recommended proportion of the PLA and the Armed Police Force shall be determined separately. Sixth "national outstanding teachers" and "national outstanding educators" award work, organized and led by the education administrative department of the State Council in conjunction with the National Education Federation, China primary and secondary school preschool teachers' foundation. The award of "National Model Teachers" and "National Advanced Workers in Education System" shall be organized and led by the education administrative department of the State Council in conjunction with the personnel department of the State Council, and shall be responsible for organizing the examination and approval of the corresponding award candidates recommended by the provinces, autonomous regions, municipalities directly under the Central Government, the People's Liberation Army and the Armed Police Force.

The education administrative departments of all provinces, autonomous regions and municipalities directly under the Central Government are responsible for organizing the evaluation and recommendation of candidates for "national outstanding teachers", "national outstanding educators", "national model teachers" and "national advanced workers in the education system" in their respective regions.

The General Political Department of the People's Liberation Army is responsible for the evaluation and recommendation of candidates for the People's Liberation Army and the Armed Police Force. Seventh "national model teachers" and "national education system advanced workers" medals and certificates, issued by the education administrative department of the State Council in conjunction with the personnel department of the State Council; The medals and certificates of "National Excellent Teachers" and "National Excellent Educators" were awarded by the education administrative department of the State Council, or by the people's governments of provinces, autonomous regions and municipalities directly under the Central Government and the General Political Department of the People's Liberation Army, and an award ceremony was held on Teacher's Day in the year of selection. Medals and certificates of "National Model Teachers" and "National Advanced Workers in Education System" shall be uniformly produced by the education administrative department of the State Council in conjunction with the personnel department of the State Council. The medals and certificates of "National Excellent Teachers" and "National Excellent Educators" are uniformly produced by the education administrative department of the State Council. Eighth teachers' awards should adhere to the principle of combining spiritual rewards with material rewards. "National Model Teachers", "National Advanced Workers in Education System", "National Excellent Teachers" and "National Excellent Educators" enjoy the one-time bonus awarded by the education administrative department of the State Council in conjunction with the China Kindergarten Teacher Award Foundation. Among them, "national model teachers" and "advanced workers in the national education system" enjoy the treatment of provincial (ministerial) model workers and advanced workers in accordance with the provisions of document No.4 of the Ministry of Personnel. When private teachers who have not yet implemented the post salary system are awarded honorary titles such as "National Model Teacher" and "National Advanced Worker in Education System", the specific measures for rewarding and promoting wages shall be formulated by provinces, autonomous regions and municipalities directly under the Central Government. Article 9 The deeds and awards of winners of titles such as "National Model Teacher", "National Advanced Worker in Education System", "National Excellent Teacher" and "National Excellent Educator" shall be recorded in my file as an important basis for assessment, appointment, post promotion and salary promotion. Article 10 If the winners of the honorary titles of "National Model Teacher", "National Advanced Worker in Education System" or "National Excellent Teacher" and "National Excellent Educator" are under any of the following circumstances, the education administrative departments of provinces, autonomous regions and municipalities directly under the Central Government and the General Political Department of the People's Liberation Army shall report to the corresponding awarding authority for approval, revoke their titles and cancel the corresponding treatment:

(a) fraud in recognition and reward activities, defrauding the honorary title;

(2) Losing the honorary titles of "National Model Teacher", "National Advanced Worker in Education System", "National Excellent Teacher" and "National Excellent Educator".
