One is the combination of regular education and centralized education. From the educational form, regular education and centralized education are two basic forms of national defense education. Regular education refers to national defense education programs, columns and schools of mass media such as radio, movies, television, newspapers and periodicals, as well as national defense education combining ideological work with professional work, which edifies people in daily life and work and enhances people's national defense concept through subtle accumulation. Centralized education is usually a systematic national defense theory and knowledge education combined with national and national defense major commemorative activities, military and militia training, conscription, student military training, national defense education and learning, and war mobilization. Conventional education and centralized education are complementary organic whole. The former is the foundation of the latter, and the latter is the deepening and perfection of the former. Only by organically combining the two can national defense education better serve the modernization of national defense and the victory of war.

The second is the combination of universal education and key education. From the perspective of educational objects, national defense education can be divided into universal education and key education. Universal education is universal education for all citizens, mainly the basic theories, knowledge and skills of national defense construction and war, such as patriotism education, national defense laws and regulations education, and "three defenses" knowledge education. Key education is a systematic education of theoretical knowledge and skills of national defense construction and war specialty for key groups, key units and key areas, such as staff of state organs at all levels, leading cadres, militia reservists, college students, officers and men of the People's Liberation Army and the Armed Police Force, and cadres and workers of units engaged in scientific research and production of national defense and military industry. Universal education and key education are an organic whole. Universal education is basic education, universal education and long-term education, and it is an education that all citizens must receive. Without universal education, there will be no solid foundation for national defense education, and it will be impossible for national defense concepts and consciousness to penetrate into the hearts of every citizen. Key education is to improve education on the basis of universal education. If we don't do a good job in key education, those groups and personnel who undertake special tasks, who are important forces for the subsequent development of the country and society, will not be able to get the improvement they deserve and will not be competent for their own tasks of building and defending national defense. Only by combining the two can national defense education be carried out in depth and meet the needs of national defense construction.

The third is the combination of theoretical education and behavioral education. As far as the contents and methods of education are concerned, national defense education includes theoretical education and behavioral education. Theoretical education includes national defense construction theory, national defense knowledge, national defense laws and regulations, war theory and military theory; Behavioral education includes participating in and supporting national defense construction education, joining the army and participating in the war education, pre-service education, caring for national defense facilities education, military training, actual combat operations, and combat readiness drills. Although theoretical education and behavioral education have different functions, they are interdependent and mutually reinforcing. Only by combining them closely can we improve the comprehensive national defense quality and ability of the educated, maintain the correct direction of national defense education and effectively enhance the educational effect.
